Attachment A – Project Proposal
City of Richmond Community Development Department – Summary Sheet UEI: W856SVG77LP8
Summary Scope of Work and Budget:
The following table presents a summary of the ARPA funds for project codes AR 238 Richmond Rapid Response Fund and 33001 Tenant Protection and Rental Assistance projects.
As noted above the total combined unobligated ARPA funds equal $511,392.14. The unobligated funds from both projects will be used to fund the Tenant Protection Short-Term Rental Assistance Program. The Community Development Department (CDD) will contract with Richmond Community Foundation (RCF) for the $511,392.14 of ARPA funds to manage and administer the Short-Term Rental Assistance Program. The following is a summary of the Scope of Work for rental assistance activities.
Scope of Work
The purpose of the program is to support city of Richmond residents that may experience an extraordinary expense that prevents them from making their monthly rent payment. RCF will assist low-income renter households, who meet the established criteria, with the application process, and work with the renter and landlord to secure all the documentation required, including proof of income eligibility, a copy of the lease, other supporting documentation, and a W9 from the landlord. RCF will be working with Spark Point (SP) and Richmond Neighborhood Housing Services (RNHS), two local partners that have worked with RCF on a number of similar projects, who will lead the intake process for all Richmond residents.
After obtaining all required documentation and determining eligibility for applicants SP and RNHS will submit the completed application to RCF who will issue the rent check directly to the landlord.
The program for rental assistance would limit the maximum amount of rental assistance to a one-time payment of no more than $10,000. This amount is sufficient to cover up to three months of back rent in most instances. Based on their experience with past rental assistance programs, most renters are an average $5,000 in arears. Based on this average it is anticipated that the program will be able to assist 90-100 low-income households with short-term rent assistance depending on individual needs. Based on previous experience administering this type of program SP and RNHS estimated costs to process an application is approximately $400 per application. In addition, RCF will charge between $230-$250 for issuing checks and issuing 1099s to landlords. RCF and its partners will administer the program through December 31, 2025, or until all program funds have been expended.
Performance Period:
December 05, 2023 – December 31, 2026
