11 EXISTING PROGRAM DEFINITIONS

CITY OF RICHMOND

PAVEMENT MANAGEMENT

PROGRAM
• A systematic and data-driven
process to maintain and improve
the condition of the City’s
roadways, based on the
Metropolitan Transportation
Commission's (MTC) Pavement
Management approach. The
program includes regular
inspections to assess pavement
conditions using the Pavement
Condition Index (PCI), advanced
data analysis (e.g., via
StreetSaver® software) to prioritize
maintenance and repairs, and
strategic budgeting for short- and
long-term needs. The goal is to
provide safe, cost-effective, and
sustainable roadways while
maximizing the service life of this
valuable public asset.

TRAFFIC CALMING

PROGRAM
• This program addresses excessive
vehicle speeds on residential streets,
primarily through traffic calming
measures such as speed humps, speed
tables, signage, and pavement
markings. These improvements are
typically smaller-scale and can often be
constructed by Public Works' operations
crews. The program will adhere to the
guidelines established by Resolution 62-
96, ensuring that speed control
undulations are installed in strict
compliance with City standards, criteria,
and procedures, including obtaining
neighborhood and emergency services
support, avoiding installation over
utilities or near critical infrastructure, and
ensuring City Council approval for
specific locations.

TRAFFIC SAFETY

PROGRAM
• This program focuses on
implementing targeted safety
measures throughout the city to
address specific traffic hazards
and improve mobility for all modes
of transportation. Improvements
may include stop signs, red curbs,
crosswalks, traffic circles, and
enhancements to traffic signal
infrastructure such as new signals,
timing adjustments, or upgrades.

These measures are aimed at
reducing collisions and addressing
safety concerns at individual
locations. Some projects may be
completed in-house, while others
may require external contractors or
further study.

Note: Our current policies reveal gaps and opportunities for improvement, highlighting the need to develop supplementary programs to comprehensively address community and Council priorities. 12 PAVEMENT MANAGEMENT PROGRAM
