DISCUSSION:

The Human Resources (HR) Department utilizes NEOGOV Insight, a cloud-based applicant tracking system, where all City job opportunities are advertised and applications are completed, stored, and shared with hiring managers for all recruitments. The HR Department’s use of NEOGOV has allowed it to streamline the recruitment, selection, and tracking of applicants. City job opportunities are posted on their web-based portal, and job applicants can complete the entire application process online. The Insight system is fundamental to the automation of recruitment, selection, applicant tracking, and reporting and analysis.

NEOGOV has additional modules that would greatly benefit the City and the HR Department. The NEOGOV Perform, Onboard, and Learn modules will integrate with the existing Insight module to streamline critical processes and enhance employee engagement. The Onboard module optimizes new hire experiences with customizable portals, automated workflows, and compliance-friendly tools, boosting retention by ensuring employees feel prepared and supported from day one. The Learn module centralizes training management, offering a vast course library, custom course creation, and robust reporting tools to close skills gaps and foster career growth. It integrates with the Onboard module by linking required training courses to new employee checklists.

The Perform module automates performance management, replacing inconsistent manual evaluations with an efficient system that integrates goal setting, feedback, and compliance tracking. Together, these modules reduce administrative burdens, improve process efficiency, and empower HR to focus on strategic initiatives.

HR staff recommends approval of the sole source contract amendment with GovernmentJobs.com dba NEOGOV to increase the payment limit by $300,555.40 for a total amount not to exceed $351,540.05 and extend the term to January 27, 2028.
