AGENDA
REPORT
December 3, 2024
STATEMENT OF THE
ISSUE:
The RHA requires temporary staffing services for
maintenance work related to unit turnover activities to increase occupancy and respond to work orders to serve
current requests from residents at Nystrom Village. The RHA began a Request for Qualifications (RFQ)
procurement process to develop an on-call list. RHA is
seeking authorization to contract with the selected
vendors.
RECOMMENDED ACTION: ADOPT a resolution authorizing on-call temporary staffing maintenance services contracts with Express
Services, Inc.; Renoir Staffing LLC; and Beatty’s
Services, Inc. for as-needed services, in an amount not to exceed $900,000, per firm from December 1, 2024 to
June 30, 2027, with two additional one year extension
options to support unit turnover activities and work orders at Nystrom Village – Richmond Housing Authority
(Antoinette Terrell/Gregory Palomino 510-621-1361).
DISCUSSION:
On October 25, 2024, the Richmond Housing Authority (RHA) issued a Request for Qualifications (RFQ) for on-call temporary staffing services. The RFQ was posted on the City's BidsOnline System, and 1,585 vendors were notified (Attachment 3). Of the firms that were notified, 55 firms downloaded the RFQ, and 11 firms responded. The responses were reviewed by a panel consisting of staff from the RHA and City of Richmond Finance Department. Three firms are recommended for the on-call list and are the top-rated qualified firms: Express Services, Inc.; Renoir Staffing LLC; and Beatty’s Services, Inc. These companies were selected based on their expertise, competitive pricing, and ability to meet RHA’s operational needs.
Unit vacancy continues to be a significant challenge at Nystrom Village, impacting the availability of affordable housing for the community. Contracting with these temporary staffing agencies will help provide the workforce needed to address these vacancies more efficiently, ensuring units are prepared for new tenants promptly and working toward reducing the overall vacancy rate. The flexibility offered by these contracts allows RHA to adjust staffing levels in response to workload demands, minimizing delays in addressing tenant needs and unit turnovers. By leveraging temporary staffing services, RHA can better respond to operational challenges and maintain high standards of service at Nystrom Village to prepare the site for redevelopment.
Furthermore, partnering with experienced staffing agencies ensures RHA can sustain timely responses to maintenance requests and swift unit preparation. These efforts directly support RHA’s mission to provide affordable housing opportunities while improving efficiency and tenant satisfaction.
December 3, 2024
Each service contract will be for an amount not to exceed $900,000, over a three-year period from December 1, 2024, to June 30, 2027, with two additional one-year options to extend. Firms on the on-call list will be selected to perform specific projects due to the expertise of staffing they can provide. These contracts will reduce staff costs and eliminate the three to four-month process required to select consultants on a project-by- project basis. No work is guaranteed to be provided by the RHA to any firm listed on the on-call list.
