Section I: Introduction
Purpose
The Richmond Housing Authority (RHA) is seeking qualified staffing firms to provide temporary staffing services on an as-needed basis to support RHA’s residential unit turnover efforts and responding to work orders. The City of Richmond Employment and Training Department may also review respondents to this RFP process for similar support related to their residential construction programs such as RichmondBUILD and YouthBUILD. This Request for Proposals (RFP) outlines the terms and conditions under which the RHA and the City of Richmond will select a qualified list of vendors to fulfill this contract.

Richmond Housing Authority
The RHA is a municipal corporation that is federally funded and regulated primarily under the U.S. Housing Act of 1937 as amended (42 USC 1437 et seq.). Created as a state agency in 1941 under the State Housing Authorities Law (Health & Safety Code Section 34200 et seq.), the RHA is bound by federal, state, and local laws.

The RHA serves the Richmond community by providing affordable housing and support services to low-income families, individuals, and seniors. The RHA is committed to improving the quality of life for its residents and fostering strong, vibrant communities.

RFP Overview
This RFP describes the scope of work, contract terms, proposal submission requirements, and evaluation criteria for the temporary staffing services. The RHA anticipates creating a list of qualified agencies to award contracts on a as needed basis to qualified vendors.
