DISCUSSION:
Background
Lincoln Elementary School is one of two neighborhood elementary schools in the Iron Triangle neighborhood. It is located adjacent to the Richmond Greenway, Chanslor Avenue, 4th Street, and 6th Street, all of which serve as important safe routes to school.
Many parents and children walk to this school along Chanslor Avenue and although crosswalks are provided, additional pedestrian enhancements would improve the safety for school children using this route. Improvements in this area would narrow the crossing distances across Chanslor Avenue by adding median refuges and curb extensions. In addition, a raised intersection at Chanslor Avenue and 4th Street would emphasize the priority of pedestrians and reduce vehicle speeds.
Analysis
The Contra Costa Transportation Authority (CCTA) has selected the Richmond Lincoln Elementary Safe Routes to School Pedestrian Enhancements project as one of their recommended projects for an application to the Metropolitan Transportation Commission (MTC). One Bay Area Grant Program 2 (OBAG2) is a funding initiative managed by MTC, aimed at advancing the Bay Area's Sustainable Communities Strategy (SCS).
To address safety concerns for routes to school, City Council adopted a resolution on September 12, 2017, authorizing the filing of an application for funding assigned to Metropolitan Transportation Commission (MTC), committing to match funds if necessary, and stating assurances to complete the safe routes to school project.
The Lincoln Elementary School Safe Route Improvement Project is funded by the One Bay Area Grant 2 (OBAG2) for construction in the amount of $496,000, which is federally funded, and the City’s General Capital Fund in the amount of $241,252.
The City advertised the project through BidsOnl ine on September 30, 2024. Bids were opened on October 23, 2024, and the City received five (5) bids. The apparent lowest bidder, BuildCorp, Inc., was determined to have the proposal that is both responsive and responsible.
December 3, 2024
The lowest bidder was deemed r esponsive by meeting the Disadvantaged Business Enterprise (DBE) goal of 6 percent for the contract items, as specified in the bid package requirements for federally aided funding criteria. The federal forms were included in their bid package to ensure compliance with the bid requirements.
