DISCUSSION:
The City of Richmond aims to be an employer of choice and recognizes the valuable contributions of its staff to the community. To support staff well-being, the following is proposed that City offices close on December 24 and remain closed through January 1, 2025. Offices will reopen on January 2, 2025. December 25, 2024, and January 1, 2025, are currently designated as City holidays. The City will compensate employees for full days on December 24 and December 31. Certain departments, deemed critically essential, will maintain either full or minimal operations during this closure.
Employees are permitted to use available vacation, floating holidays, administrative leave, or compensatory time accruals for December 26, 27, 30, 2024. In addition, employees who do not have available accrual balances for December 26, 27, and 30, have the option to go into the negative in their floating holiday balance. The negative will be cleared using their January 2025 floating holiday accrual.

SEIU 1021 Part-Time Employees Unit: One-Time Lump Sum Payment
The City recognizes the impact that the holiday closure will have on our part-time hourly employees and greatly appreciates the dedication and commitment of our front-line workers. To help mitigate the loss of wages during this period, the City has agreed to provide a one-time lump sum payment of $600 to active SEIU 1021 Part-Time Unit employees.
FISCAL IMPACT:
As part of the agreement with the full-time SEIU Local 1021, IFPTE Local 21 Mid- Management, and Executive Management unions, the City will provide paid full days for December 24 and December 31, 2024. The fiscal impact of the two paid days and the $600 lump sum payment for part-time employees is approximately $782,736.
NEXT STEPS:
The City has negotiated the impacts of the holiday closure in good faith with the affected bargaining units. The parties have come to an agreement about the holiday closure as outlined in the side letter agreements (Attachments 2-5).
December 17, 2024
City staff is requesting that the City Council adopt the resolution approving the Holiday Closure side letter agreements between the City of Richmond and SEIU Local 1021 General Employees, SEIU Part-Time and Intermittent Unit, IFPTE Local 21 Mid- Management Unit, and the IFPTE Local 21 Executive Management Unit.
