DISCUSSION:
Transparency and accountability are critical requirements to build trust with our community. Recognizing the ability technology can provide to aid our efforts, the Richmond Police Department implemented Axon’s Body Worn Cameras (BWC) in October 2016. These Body Worn Cameras have proved to be valuable tools to aid in criminal prosecution, gathering information and identifying critical training needs, and improving the effectiveness of our personnel in providing the highest level of policing service to our community.
Axon Enterprise provides a full suite of tools, which we not only currently use but are covered under this contract extension. This contract is a bundled package that includes maintenance and support for new Body Worn Cameras, docking stations, new Taser devices and docking stations, required training and certifications, access and storage to Evidence.com digital evidence (video) storage management, Axon video auto-tagging, Axon Redaction Assistant, Axon Transcription Services, Axon Aware+, Axon for Citizens for Communities, Axon Performance, and Virtual Reality (VR) based training, and FUSUS for real crime center operations.
On December 22, 2020, the Police Department renewed its agreement with Axon to expand the use of Axon’s Evidence.com platform to share electronic multi-media files with other law enforcement agencies, including the Contra Costa District Attorney’s Office. The use of Evidence.com for digital evidence sharing has increased speed and efficiency compared with distributing the media on an optical drive or USB flash drive.
The Police Department desires to continue to retain Axon because there are no other manufacturers of Taser CEW-type devices (currently used by the Police Department) that are used in a law enforcement environment. Additionally, the Police Department has already built out the necessary infrastructure to support the Axon Body Worn Cameras, and it will not be possible to move the 52TB files to another vendor without the risk of corrupting or losing the files.
With this contract amendment, the Police Department will be able to expand its ability to record police operations to increase transparency to our community by equipping our marked police vehicles with In-Car Video (dash cams) and replacing our transport vehicles’ (Jail Vans) In-Car video for greater accountability and improved officer safety.
By obtaining this contract amendment and extension before the conclusion of our existing contract, the City of Richmond and its community will benefit from significant toal cost savings of $1,886,504.54, which equates to $377,300.91 annually. Police
