4 BART Fire Life Safety
Encampments Under the BART Trackway
• Thank you to the City Manager’s Office, Richmond
Police Department, and Richmond Fire Department
for the collaborative work to keep BART running.
• Together we addressed several sites of recent fires
and priority encampments
• Fires under the BART trackways put critical
equipment at risk.
• Cold and wet winter weather increase risk of
encampment fires.

5 GETTING AROUND THE REGION
BART Helps Connect Riders
with Other Transit Providers
like AC Transit
• 87% of regional transfer trips use BART.
• Will begin a regional transfer discount program
that could save riders up to $1,250 year.
• Monthly there are more than 295,000 transfer trips
between BART and AC Transit.
• These transfer trips are critical to the fiscal health of local and regional bus operators.
BART PLUS ONE TRANSIT TRANSFER
6 COMMITMENT TO EQUITY
BART is Committed to Ensuring
All Riders Can Access Transit
• 50% discount for youth and low-income
riders* enrolled in Clipper START.
• 62.5% discount for seniors and people
with disabilities.
• Bay Pass pilot for employers to offer
monthly transit passes as a commuter
benefit.
*Including College Students
7 BART NEEDS A NEW FUNDING MODEL TO CONTINUE SERVING THE BAY AREA BART Funding
• Pre-pandemic, passenger
fares funding over 60% of
BART’s operating cost.
• BART needs to modernize
its funding model to
match how other transit
systems pay for
operations.
• It is no longer sustainable
or equitable to require
our riders to carry the
burden of funding
operations.
8 BART IS CONTROLLING COSTS
BART is Controlling Costs and
Spending Efficiently
• BART has the best in the nation cost
efficiency (operating expenditures per
vehicle revenue mile).
• Our costs increased slower than inflation
while putting out the best service possible.
• BART is instituting a 5.5% fare increase to
keep pace with inflation.
• Our budget crisis is due to remote work
and past overreliance on passenger
revenue, not high costs.

9 THE CONSEQUENCES OF LESS BART SERVICE
CUTTING BART
COSTS WOULD
REQUIRE MASSIVE
SERVICE
REDUCTIONS
SERVICE REDUCTIONS REQUIRED FOR OPERATING COST REDUCTIONS BART’S FIXED AND VARIABLE ANNUAL OPERATING COSTS
10 THE CONSEQUENCES OF LESS BART SERVICE
If a Stable Source of Funding Is
Not Secured, Service Options
Are Terrible
• 60-minute train frequencies
• 9pm system closure
• Station closures
• Eliminate line(s) of service
• No weekend service
• Significantly worse traffic throughout
the Bay Area
TRAFFIC WITHOUT BART
