RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND, CALIFORNIA
ACCEPTING AND APPROPRIATING ENCAMPMENT RESOLUTION FUNDING ROUND 3 AWARD
WHEREAS, under the authority of Chapter 7 of Part 1 of Division 31 of the California Health and Safety Code (sections 50250 et seq.), the Encampment Resolution Funding (ERF) Program was established to increase collaboration between the Homeless Coordinating and Financing Council, local jurisdictions, and continuums of care; and
WHEREAS, ERF Program activities must comply with Housing First and Homeless Data Integration System (HDIS) data submission requirements. Pursuant to Welfare and Institutions Code (WIC) section 8256, all recipients of ERF funding shall comply with the core components of Housing First, as defined in WIC section 8255; and
WHEREAS, ERF grant recipients must participate in the statewide HDIS by entering data and information regarding individuals served by this funding, and services and housing options provided, into their local Homeless Management Information System (HMIS); and
WHEREAS, in April 2024, the City applied for ERF Round 3 seeking resources to support cross-systems collaboration and service strategies to help people experiencing homelessness within City encampments to transition out toward safe and stable housing pathways; and
WHEREAS, the City of Richmond was awarded $9,336,746 in ERF Round 3 (ERF-3- R) funds for this project.
NOW, THEREFORE, BE IT RESOLVED THAT, the City Council of the City of Richmond authorizes the City Manager or designee to execute a standard agreement and request for funds form, and all other documents required by the California Department of Housing and Community Development, and any amendments thereto and accepts and appropriates the ERF-3- R funds.
