PROJECT BACKGROUND/DESCRIPTION
On October 27th, 2022, the City of Richmond was awarded a $35 million Transformative Climate Communities (TCC) Round 4 Implementation Grant by the California Strategic Growth Council. This grant supports the Richmond Rising initiative, a comprehensive, community-driven effort aimed at improving environmental, economic, and social outcomes in the Iron Triangle, Santa Fe, and Coronado neighborhoods.

Richmond Rising: Healthy, Connected, and Climate Strong is led by a coalition of local government agencies and organizations committed to implementing transformative projects with significant environmental, health, and economic benefits. This initiative encompasses several key components designed to address climate change impacts while fostering equitable and sustainable community development. A central aspect of Richmond Rising is the Displacement Avoidance Plan, which combines policies and programs to close gaps in City- provided services, ensuring long-term residency and business presence in the area.

As part of its efforts to support the local community, the City of Richmond has also received American Rescue Plan Act (ARPA) funds from the U.S. Department of the Treasury to aid in the City's response to and recovery from the COVID-19 public health emergency. The Richmond City Council earmarked $1.25 million of these funds on December 5th, 2023, specifically for small business assistance. The funding obligation deadline for ARPA funds is December 31, 2024, with an expenditure deadline of December 31, 2026.

The City recognizes the widespread challenges small businesses have faced due to the pandemic, including periods of shutdown, revenue declines, and increased costs. These Request For Proposal

challenges have disproportionately impacted businesses in communities already facing pre- existing disparities, compounding the effects of the pandemic.

To address these issues, a key element of the Displacement Avoidance Plan is the Small Business Building Beautification Program. This program is designed to help small businesses recover from the COVID-19 pandemic by encouraging improvements to commercial buildings.

These enhancements are expected to significantly impact the appearance, community pride, economic vitality, and marketability of properties and businesses.

The City is requesting proposals from qualified providers to administer this building beautification program. The goal is to support small businesses by offering resources that will enable them to enhance the appearance of their properties, thereby contributing to the overall revitalization of the community.
