City of Richmond – BUY LOCAL CAMPAIGN PLATFORM
OVERVIEW
The City of Richmond, CA (“City”) is requesting qualifications from qualified service providers to administer a Buy Local campaign that incentivizes local spending through a rewards-based program for small businesses. The goal of this program is to support small businesses in their recovery from the challenges posed by the COVID-19 pandemic by providing a platform that encourages residents to shop locally. The selected provider will offer a product that can produce, manage rewards distribution, track consumer engagement, and support City administrators in overseeing the program. This initiative aims to bolster local economic resilience, enhance community pride, and increase the visibility and marketability of local businesses.
The City reserves the right to make one or multiple awards under this Request for Qualifications (RFQ), based on what is deemed in its best interest. Additionally, the City may make partial or full awards of the services described below. The City also reserves the right to not make an award and reject bids. This RFQ outlines the project, required scope of services, consultant selection process, and the minimum information that must be included in the proposal. Failure to submit information in accordance with RFQ requirements may result in disqualification. The anticipated contract term is through December 31, 2026, with no renewal options.
Respondents are required to thoroughly read and understand all information contained within this proposal package. By responding to this RFQ, the Respondent acknowledges having read and understood these documents.
The total funding available under this program is $200,000, with $170,000 designated as the fund for the buy local campaign disbursement.

Richmond is home to a multi-modal transit hub that includes Bay Area Rapid Transit (BART), Amtrak, AC Transit, a marina, diverse commercial business corridors, retail shopping including small businesses, and restaurants, as well as recreational and cultural amenities, and 32 miles of shoreline. This all contributes to making Richmond among California's most desirable communities in the San Francisco Bay Area.

PROJECT BACKGROUND/DESCRIPTION
As part of its ongoing efforts to support the local community, the City of Richmond has received American Rescue Plan Act (ARPA) funds from the U.S. Department of the Treasury. These funds are intended to aid the City’s response to and recovery from the COVID-19 public health emergency. On December 5th, 2023, the Richmond City Council allocated $1.25 million of these ARPA funds specifically for small business assistance, with a funding obligation deadline of December 31, 2024, and an expenditure deadline of December 31, 2026.
The City acknowledges the substantial challenges small businesses have encountered during the pandemic, such as forced closures, declining revenues, and increased operating costs.
These difficulties have disproportionately affected businesses in historically underserved communities, exacerbating existing disparities.
In response, the City plans to launch a Buy Local Campaign, a community-wide rewards initiative designed to stimulate the local economy by encouraging residents to shop at local businesses. Consumers will be able to earn rewards on their purchases at participating businesses, which can then be redeemed at other eligible local establishments.
To implement this campaign effectively, the City is seeking proposals from qualified providers to provide a platform capable of managing a Buy Local Campaign. The ideal platform will allow the City to facilitate reward distribution and support small businesses in a way that fosters economic resilience and community engagement. The City is actively exploring platforms that meet these objectives and can tailor the program to the needs of the Richmond community.
