QUALITY ASSURANCE
Quality is the foundation of our security services. It consistently differentiates us from other companies and is the primary reason customers regard Allied Universal ® as the industry's most responsive security services provider. Our quality management approach focuses on delivering consistent and efficient policies, processes, and programs that will ensure we meet and exceed client expectations and needs. We
solicit feedback from both our clients and employees and the information we obtain helps us increase officer
effectiveness, validate our performance measurements,
and guarantee excellence in our service delivery.

We will regularly review and monitor the City of Richmond’s security program to ensure it operates at maximum
efficiency and that we are always meeting our contractual obligations. Delivering on our commitment to ongoing
quality assurance, we utilize cross -functional teams for special quality-improvement initiatives to ensure that quality stays a top priority across the entire organization.

We have developed and implemented a number of innovative tools, programs, and operational practices to help us meet our quality assurance objectives.

Operational Initiatives
264
Allied Universal® Response to City of Richmond
2024

In addition to our Security Professional Quality Standards, we have implemented key operational initiatives designed to ensure quality remains a top priority for our operations, including:
• Account Standards - All Allied Universal ® accounts must comply with account standards mutually agreed upon between the City of Richmond and Allied Universal® management. • Account Audits - Allied Universal® conducts an annual audit for each account. The audit covers contract compliance, staffing levels and Security Professional deployment, review of post orders and procedures, training, documentation, wage review and billing consistency. • Performance Evaluations - Hourly personnel and management staff receive formal performance evaluations every year. We track all evaluations in our integrated human resources system.
• Management Inspections - The local Allied Universal ® management team will conduct regular, nonscheduled inspections at each City of Richmond location. These inspections promote consistent service delivery and provide valuable insights into how our services are being delivered.
• Operational Business Reviews - Regularly scheduled assessments are reported and reviewed in meetings between your security management team and our local management.

These reviews are designed to:
 Review accomplishments
 Create benchmarking for future reviews
 Establish measurable goals
• On-Site Focus Groups - We schedule focus groups with our Security Professionals, and where applicable, members of your staff to discuss process improvement ideas.

Customer and Employee Feedback
Enhancing our quality assurance process and service delivery, our feedback processes provide formal and informal opportunities for valuable information that helps us monitor our frontline performance and identify improvement opportunities.
• Allied Universal® Voice - Our formal "voice of the customer" program makes it easy to track client and employee satisfaction and enhances communication through intuitive real -time surveys that capture feedback, identify trends, and guide continuous improvement initiatives to enhance the value of City of Richmond’s security program. Tracking your experience from day one helps us deliver consistently excellent service. By collecting and responding to your feedback, we are able to continuously evolve our services to meet your needs. A low survey score on any survey triggers a Red Alert in our system, prompting management to follow up within 48 hours and take action, as needed. Our closed- loop process ensures an action plan will be developed with you to correct the issues. Our surveys for the City of Richmond will include:
Transition assessments that track your satisfaction to identify areas where we can better serve the City of Richmond and improve our transition processes Client loyalty surveys for the City of Richmond to rate your experience with us so we can identify our strengths and opportunities for improvement Real-time surveys using our online client feedback tool that allows the City of Richmond to rate your experience with Allied Universal® any day at any time 265

2024

• Employee Surveys – Ensuring employee satisfaction is essential to our quality assurance program. We survey our employees at key touchpoints when they are first hired (on day 3, 15, 30 and 60) using artificial intelligence-enabled text messaging that provides a quick and easy process to measure employee satisfaction and identify any issues that need to be resolved. If issues are reported, our system automatically sends follow-up texts to validate concerns and escalate them to the management team. Throughout their employment, all employees have 24/7 access to Allied Universal® Voice for real-time reporting of any concerns as well as a third- party-operated 24/7 ethics hotline ( https://aus.ethicspoint.com) to anonymously report suspected compliance issues without fear of retaliation.

Daily Issue Resolution
While the local management team will serve as your primary contact, additional resources are available during and after normal business hours through our Service Assurance Center which is staffed and operates 24/7/365. Inquiries are logged into a database and assigned a case number. All cases are then monitored to ensure action plans are developed and executed in a timely fashion.

Customer Action Plan
We utilize a formal Customer Action Plan for any and all issues that could arise in your account, which documents your concerns and assigns a due date and responsible party to correct the situation. Once the issue is addressed and properly handled, we ask that you sign the Customer Action Plan Form to acknowledge that those concerns were addressed successfully.

DISCUSSION:

On a monthly basis, the Director of Public Works has been providing City Council with a presentation highlighting the activities of the City’s Abatement Division. The Abatement Division is responsible for many citywide activities, including picking up illegal dumping, hosting neighborhood dumpster days, and weed abatement.

Dumpster days are provided to Richmond residents on a rotating basis, typically once or twice a year depending on the size of the neighborhood. In preparation for the dumpster day events, Abatement Division staff assists elderly and disabled residents who are unable to transport items to the designated dumpster day location.

When picking up items due to illegal dumping, Abatement Division staff tracks specific items, namely mattresses, paint, oil, and tires for proper disposal, as these items are not placed in landfills. Within the public right-of-way, the Abatement Division staff removes weeds and abates encampments.

On occasion, in conjunction with Code Enforcement staff and Richmond Police Department staff, and with the appropriate signed warrant in hand, Abatement Division staff enters private property to perform abatement functions.

The presentation summarizes Abatement staff activities for the month of December 2024 (Attachment 1). The following are highlights from the report:
 Removed 281.48 tons of illegal dumping;
 Removed 176 mattresses, 134 gallons of paint/oil, and 109 tires;  Erected a fence to prevent illegal dumping and to limit pedestrian railroad crossings;
 Abated 13 encampments and removed 35.83 tons of debris; and  Removed 188 graffiti tags at 128 locations.

DISCUSSION:

On May 2, 2023, the City Council approved a contract with Swinerton Management & Consulting to provide construction management services during the bid and construction phases of the Terminal 4 Wharf Removal Project (Project) (Attachment 1).

The Project involved the removal of the creosote-treated piles and deteriorated wharf decking and structures at the Terminal 4 site. The State Coastal Conservancy (SCC) and the San Francisco Bay Restoration Authority have provided grant funding for this project, along with some mitigation funds from the San Francisco Bay Conservation and Development Commission. The in-water work related to the project, including removing piles from the Bay floor, limits the time work can occur. This limited work window has resulted in work spanning two seasons, which has increased certain costs related to construction management. In addition, certain surveys need to be performed to verify the completed field work as prescribed in certain permits obtained for the project.

Therefore, an additional $195,218 is being requested for construction management and inspection services, and survey work. Additional time on the grant is needed to perform the two seasonal surveys required. An additional allowance for a 10 percent contingency is also being requested (Attachment 2).

Terminal 4 Wharf Removal Project Summary

The Terminal 4 Wharf Removal Project consists of completing construction documents, demolishing derelict pilings, decking, and two buildings, and constructing enhanced rock slope protection and monitoring at Terminal 4 located at Point San Pablo, north of Point Molate.

The Project is needed because the deteriorating warehouse, piles, decking, and debris of Terminal 4 Wharf currently poses a marine debris problem, a navigation hazard, and continue to degrade and impair water and habitat quality. The existing debris and pile field inhibit the expansion of nearby eelgrass beds. When Pacific Herring and other fish and marine invertebrates spawn on creosote-treated piles, exposure to polyaromatic hydrocarbons (PAHs), which are part of the creosote compound, results in adverse effects. In Pacific Herring, these effects include developmental delays, degeneration, changes in movement, alterations to cardiac function in embryos, lower rate of hatching success, and skeletal defects in larvae. This Project will remove toxic creosote pilings from San Francisco Bay. The Terminal 4 site is owned by the City of Richmond and is managed by the Port of Richmond. The site is located on the western shore of Richmond, California, about 2.5 miles northwest of the eastern end of the Richmond-San Rafael Bridge, and just south of the tip of Point San Pablo.

SYNERGISTIC POLICIES:

The Project supports the implementation of General Plan Land Use Element Policy LU4.4 Toxic and Contaminated Sites which specifies the City to “Continue to work with the appropriate local, state, and federal agencies to promote the clean-up and reuse of 305

Page 3 of 3 ends

January 28, 2025

contaminated sites to protect human and environmental health. Work with property owners and regional agencies to prevent, reduce or eliminate soil and water contamination from industrial operations, the Port and other activities that use, produce or dispose of hazardous or toxic substances. Implement appropriate mitigation measures and clean-up of sites that are known to contain toxic materials as a condition of reuse. Support the remediation and reuse of large, disturbed sites, such as the Winehaven complex at Point Molate and the Terminal 4 site at Point San Pablo, into mixed-use centers that provide the maximum benefit to the community without compromising the integrity of the surrounding natural areas.”

CONCLUSION:

The proposed first contract amendment is needed to complete the delivery of the Project and perform certain surveys that are needed to verify field work completed. The amendment is funded by the grant resources secured for this Project.

Only the City Council or the City Manager may authorize extra and/or changed work. Contractor expressly recognizes that other City personnel are without authorization to either order extra and/or changed work or waive contract requirements. Failure of Contractor to secure the authorization for such extra and/or changed work shall constitute a waiver of any and all right to adjustment in contract price due to such unauthorized work and Contractor thereafter shall be entitled to no compensation whatsoever for performance of such extra and/or changed work.

If Contractor is of the opinion that any work which Contractor has been directed to perform is beyond the scope of this Contract and constitutes extra work, Contractor shall promptly notify City of the fact. The City shall make a determination as to whether or not such work is, in fact, beyond the scope of this Contract and constitutes extra work. Additionally, in the event of such termination, the City may proceed with the work in any reasonable manner it chooses.

14. Conflict of Interest. Contractor acknowledges, represents and warrants that Contractor shall avoid all conflicts of interest (as defined under any federal, state or local statute, rule or regulation, or at common law) with respect to this Contract. 15. Indemnification.

(a) If this Contract is a contract for design professional services subject to California Civil Code Section 2782.8(a) and Contractor is a design professional, as defined in California Civil Code Section 2782.8(b)(2), Contractor shall hold harmless, defend and indemnify the City, its officers, agents, employees, and volunteers from and against any and all claims, damages, losses, and expenses including attorneys’ fees arising out of, or pertaining to, or relating to the negligence, recklessness, or willful misconduct of the Contractor, except where caused by the active negligence, sole negligence, or willful misconduct of the City. To the fullest extent permitted by law, Contractor shall immediately defend and indemnify the City and its officers, agents, employees, and volunteers from and against any and all liabilities, regardless of nature or type, that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the Contractor, or its employees, agents, or subcontractors.

Liabilities subject to the duties to defend and indemnify include, without limitation, any and all claims, losses, damages, penalties, fines, and judgments; associated investigation and administrative expenses; defense costs, including but not limited to reasonable attorneys’ fees; court costs; and costs of alternative dispute resolution. (c) It is understood that the duty of Contractor to indemnify and hold harmless includes the duty to defend as set forth in Section 2778 of the California Civil Code. Contractor shall be obligated to defend, in all legal, equitable, administrative, or special proceedings, with counsel approved by the City, the City and its officers, agents, employees, and volunteers, immediately upon tender to Contractor of the claim in any form or at any stage of an action or proceeding, whether or not liability is established. An allegation or determination that persons other than Contractor are responsible for the claim does not relieve Contractor from its separate and distinct obligation to defend under this Section 15. The obligation to defend extends through final judgment, including exhaustion of any appeals. The defense obligation includes an obligation to provide independent counsel if Contractor asserts that liability is caused in whole, or in part, by the negligence or willful misconduct of an indemnified party. (d) The review, acceptance or approval of the Contractor’s work or work product by any indemnified party shall not affect, relieve or reduce the Contractor’s indemnification or defense obligations. This Section 15 survives completion of the services or the termination of this Contract.

The provisions of this Section 15 are not limited by, and do not affect, the provisions of this Contract relating to insurance.
(e) Acceptance of insurance certificates and endorsements required under this Contract does not relieve Contractor from liability under this Section

___ Exhibit F
___ Section 8

Contracts with Environmental Risks/Hazardous Waste Materials

Type 3 – Page 1 of 5

Revised: September 2011
In all instances where CONTRACTOR or its representatives will be conducting business and/or providing services that involve environmental risks and/or the transportation of hazardous materials including asbestos, hazardous chemicals or waste, and nuclear risks, the City requires the following MINIMUM insurance requirements and limits.

CONTRACTOR shall procure and maintain for the duration of the contract, agreement, or other order for work, services or supplies, insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the work hereunder and the results of that work by the CONTRACTOR, its agents, representatives, employees or subcontractors. Maintenance of proper insurance coverage is a material element of the contract. Failure to maintain or renew coverage or to provide evidence of renewal may be treated by the City as a material breach of contract.

CONTRACTOR agrees that in the event of loss due to any of the perils for which it has agreed to provide Commercial General Liability insurance, CONTRACTOR shall look solely to its insurance for recovery.

CONTRACTOR hereby grants to CITY, on behalf of any insurer providing Commercial General Liability insurance to either CONTRACTOR or CITY with respect to the services of CONSULTANT herein, a waiver of any right to subrogation which any such insurer of said CONTRACTOR may acquire against the CITY by virtue of the payment of any loss under such insurance.

ADDITIONAL INFORMATION REGARDING THE MOTOR CARRIER ACT OF 1980

The Motor Carrier Act of 1980 imposed higher levels of financial responsibility on motor carriers operating under federal permit and intrastate carriers operating under state authority. The chart below shows the minimum required financial responsibility as determined by the type of cargo hauled.

The Act requires the MCS-90 endorsement in the amount of $750,000 to be attached to any automobile liability policy issued to motor carriers operating commercial motor vehicles with a gross vehicle weight rating of 10,000 or more pounds that are transporting any non-hazardous property in interstate or foreign commerce. The MCS-90 endorsement is also required when interstate, intrastate and foreign commerce is transporting hazardous material/waste/substances. The liability limit depends upon the type of truck and method of transportation. Its purpose is to ensure that funds are available for damages arising from a trucking accident that involves hazardous materials subject to the Act.

DISCUSSION:

Human trafficking remains a critical issue in Richmond, disproportionately affecting vulnerable populations and posing significant public safety concerns. Addressing this issue requires coordinated, community -driven solutions involving law enforcement, service providers, and community organizations.

The Family Justice Center (FJC), in partnership with the Contra Costa County Human Trafficking Task Force and the Richmond Police Department, has been actively working to combat human trafficking through prevention, intervention, and community engagement.

In respon se to community -identified needs, the FJC has proposed Phase Two of the Community Safety and Cohesion Lighting Project, focusing on installing lighting and necessary infrastructure in areas most impacted by street-level commercial sex work and human trafficking. Additionally, an outreach campaign will be launched to connect victims with resources and raise community awareness.

The presentation will provide an overview of (Attachment 1):

 Current trends and challenges related to human trafficking in Richmond.  The collaborative efforts of the Family Justice Center, the Contra Costa County Human Trafficking Task Force, and the Richmond Police Department to combat trafficking.
 The proposed Phase Two lighting project and outreach campaign aimed at enhancing community safety and preventing exploitation.

Funding for $10,000 to support these initiatives, may be requested later. Supporting this initiative will directly contribute to the safety and well -being of Richmond residents by addressing conditions that enable human trafficking.

The proclamation of January 2025 as Human Trafficking Prevention Month will reaffirm the City’s commitment to raising awareness and supporting anti -trafficking efforts (Attachment 2).
