STATEMENT OF THE
ISSUE:
Richmond Police Department staff utilize local hospitals to perform Sexual Assault Response Team kit tests to
collect evidence of sexual assault to preserve and use for identifying suspects. Funding needs to be added to the
contract with vendor Napa Solano SANE/SART, to
continue to collect sexual assault evidence.
RECOMMENDED ACTION:
APPROVE the first contract amendment with Napa
Solano SANE/SART to add funds of $100,000 for a total
contract value not to exceed $148,000 for a contract term through February 28, 2027 – Police Department (Chief
Bisa French, 510-621-1819).
AGENDA
REPORT
January 28, 2025
DISCUSSION:
Napa-Solano SANE/SART is utilized by RPD to process Sexual Assault Response Team (SART) kits when Contra Costa County Medical Center (CCRMC) Sexual Assault Nurse Examiners (SANE) are unavailable. CCRMC has limited SANE nursing staff available to complete SART kit collections which leaves Napa-Solano SANE/SART as Richmond Police Department staff’s only option. Napa-Solano SANE/SART is used by all Contra Costa County agencies including the City of Richmond.
Unfortunately, the only available SANE nurse at CCRMC retired recently, and there has been no replacement made available. All victims must now be routed to Napa Solano SANE/SART for SART kits until CCRMC hires a replacement. Staff had originally estimated that up to 10 victims would be sent to Napa Solano SANE/SART for SART kits annually, but there have been 14 victims since April 2024. Staff recommends adding $100,000 to the contract to ensure victims are examined without delay; the funding that was set aside for SART kits at the CCRMC will be used for SART kits performed at the Napa Solano SANE/SART facility instead.
SART kits are vitally important to preserve evidence for sexual assault crimes and must be performed quickly and with care. SANE nurses are specially trained to perform the task and to preserve the evidence to be used in the conviction of a suspect.
