DISCUSSION:

Background
In November 2011, the City Council authorized the Port of Richmond to partner with BKF Engineers (Robert Stevens, Engineer) to provide engineering support of industrial waterfront capital improvement projects at the Port of Richmond. The project areas are Point Potrero Marine Terminal (PPMT), Terminals two, three, and four.

In July 2017, the City Council approved an agreement with Highland Consulting Group (Robert Stevens, Principal Engineer) to complete time sensitive grant-funded Port projects. Completed projects included: the renovation of an operations and security center, install of a 12-mile 10- gigabit-per-second (Gb/s) fiber optic network, enhancing safety and security through high mast lighting, rehabilitating electrical infrastructure, and extending the San Francisco Bay Trail into PPMT with two scenic overlooks and a hillside pathway.

Over the following years, Robert Stevens provided ongoing engineering support to the Port of Richmond. His work encompassed polychlorinated biphenyls (PCB) cleanup at the Port’s historical graving basins, relocating the S.S. Red Oak Victory Ship, repairing berth infrastructure, technical review of mandated dredging, oversee utility infrastructure projects, and compliance reporting with state and federal agencies.

In December 2019, the City Council approved a contract with CSW|Stuber-Stroeh Engineering Group, Inc. (CSW|ST2), formerly Highland Consulting Group, for engineering and program management services at the Port of Richmond. The initial contract spanned from July 1, 2019, to July 1, 2020. For Fiscal Years (FY) 2020-21, continued to provide engineering services as part of the Public Works Department’s “As-Needed” Engineering project management contract.

Most recently, on July 11, 2023, the City Council approved a one-year contract with CSW|ST2, running from July 12, 2023, through June 30, 2024. This contract included a one-year extension option, which was inadvertently not exercised administratively in the form of an amendment prior to the termination of the contract. This new contract will cover services performed from July 1, 2024, through June 30, 2027.

Sole Source Contract
A sole-source form was completed as Robert Stevens, of CSW|ST2, has worked closely with previous Port staff for several years, and has accumulated historical, contextual, engineering, compliance, and databased knowledge regarding Port matters. CSW|ST2 currently prepares, updates, and provides reports for the facilities assessment of Port infrastructure; completes grant applications to fund capital improvement projects, assess structural design, drafts Request for Proposals (RFPs) and supports updates to infrastructure

at Port facilities; provides technical support for the development of leases; supports dredging projects at Port facilities; provides technical support to tenants regarding dock capacity, berth length, water depth, utility capacity; and provides other engineering services as requested by Port staff members.

Robert Stevens, president, and engineer of CSW|ST2, has provided engineering design, program management, and construction support to the Port of Richmond for the last 16 years. He has a strong understanding of the existing infrastructure and expertise to complete the integration of specific industrial waterfront capital improvement projects.

Summary of Proposed Scope
City staff is seeking approval of a three-year contract with CSW|ST2 for a total amount not to exceed $294,000, with two additional one-year extension options, each not to exceed $100,000, for Port engineering services including (Attachment 1):

 Provide other engineering services as requested by the Port of Richmond

SYNERGISTIC POLICIES:
