Assessor Classic Data and Data Preservation
Assessor Data. The Assessor data serves as the foundation for all other First American datasets. The Assessor Classic layout is the most comprehensive and it adds Recorder data, specifically the two most recent arm’s-length transactions and up to two concurrent mortgages. Updates allow for monitoring ownership changes as new transactions are recorded.

Assessment data is generally updated by the county once per year as it is released from the jurisdictional custodians. For various reasons (system changes, technical challenges, cost prohibitive) relevant data may be dropped from one update to the next and the First American process recognizes when data is missing to ensure preservation occurs and data is not lost.

Deed & Mortgage Dataset
Public Records – Recorder Data/Sales Transactions. Recorder data is a collection of various transaction types such as conveyances, mortgages, assignments, and releases. Recorded documents are the source of this asset. Using a combination of Object Character Recognition (OCR), extraction, machine learning, and keying, First American Data & Analytics maximizes the number of data elements collected from each transaction that are then made available to customers. Transactions are chained to present an easy- to- understand history of the property. Unlike other data providers, our Recorder data includes a combination Strongest Foundation in the Industry

The recorder asset contains many different types of ownership transfers, but the recorded documents rarely contain specific content to classify sales. For these reasons, categorizing a sales transaction requires collected attributes (as shown on the document) as well as comprehensive logic to derive the sale types. The linkage between the transaction records and the property data is maintained with the same unique First American property ID’s that are carried in the assessor data asset. Erroneous, broken, or missing links are proactively managed by using validation and confirmation methods during the database update process. This is a critical component of the First American advantage as other collectors may simply connect to the parcel listed on a document without validating using other attributes. This unique identifier is common across multiple data sources and enables quick and easy linkage of deeds, mortgages, and other transactions to the property assessment information. Title plant data that is used and designed for issuing title insurance requires a higher level of quality, accuracy, and data currency when compared to the typical public record property data collection methods. As the largest title plant provider in the U.S., First American is uniquely positioned to enhance our bulk data products for our clients with this valuable and strategic data asset.

The defense and indemnification obligations of this Contract are undertaken in addition to, and shall not in any way be limited by, the insurance obligations contained in this Contract. b. This indemnification obligation shall survive this Contract and shall not be limited by any term of any insurance policy required under this Contract; provided however, that if this Contract is for design professional services, this indemnity provision is limited to claims that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the design professional (as defined in California Civil Code section 2782.8).

For this purpose, control shall mean fifty percent or more of the voting power or twenty-five percent or more of the assets of the corporation, partnership or joint-venture.
d. Only those persons and/or businesses whose names and resumés are attached to this Contract shall be used in the performance of this Contract. _____________________________

EXHIBIT G

SANCTUARY CITY COMPLIANCE STATEMENT
The undersigned, (hereafter "Contractor"), has had an opportunity to review the requirements of City of Richmond Ordinance 12-18 (hereafter "Sanctuary City Contracting Ordinance" or “SCCO”).

Contractor understands and agrees that the City may choose with whom it will maintain business relations and may refrain from contracting with any person or entity that provides Data Broker or Extreme Vetting services to the U.S. Immigration and Customs Enforcement Division of the United States Department of Homeland Security (“ICE”). Contractor understands the meaning of the following terms used in the SCCO:
a. "Data Broker” means either of the following:
i. The collection of information, including personal information about consumers, from a wide variety of sources for the purposes of reselling such information to their customers, which include both private-sector business and government agencies;
ii. The aggregation of data that was collected for another purpose from that for which it is ultimately used.
b. “Extreme Vetting” means data mining, threat modeling, predictive risk analysis, or other similar services."
Contractor understands that it is not eligible to receive or retain a City contract if at the time the Contract is executed, or at any time during the term of the Contract, it provides Data Broker or Extreme Vetting services to ICE.

Contractor further understands and agrees that Contractor's failure to comply with the SCCO shall constitute a material default of the Contract and the City Manager may terminate the Contract and bar Contractor from bidding on future contracts with the City for five (5) years from the effective date of the contract termination.

By executing this statement, Contractor certifies that it complies with the requirements of the SCCO and that if at any time during the term of the Contract it ceases to comply, Contractor will promptly notify the City Manager in writing. Any person or entity who knowingly or willingly supplies false information in violation of the SCCO shall be guilty of a misdemeanor and subject to a $1,000 fine.

Based on the foregoing, the undersigned declares under penalty of perjury under the laws of the State of California that the foregoing is true and correct.
