ISSUE:
Xiao Feng Zhou is applying for a vacant seat on the
Richmond-Zhoushan Friendship Commission
RECOMMENDED ACTION: APPOINT Xiao Feng Zhou to the Richmond-Zhoushan Friendship Commission, with a term ending December
31, 2027 – Mayor’s Office (Mayor Eduardo Martinez 510-
620-6503).

We recommend appointing Xiao Feng Zhou to the Richmond-Zhoushan Friendship Commission. With 35 years of residency in Richmond, California, she brings a deep AGENDA

understanding of the local community and its diverse cultural fabric. As a proud Chinese-American, Xiao Feng is passionate about fostering stronger ties between Richmond and our sister-city Zhoushan, China, particularly in the areas of youth engagement and maritime training, which are crucial to both cities. Her Master of Business degree further equips her with the leadership and organizational skills needed to navigate complex international relations and ensure the success of cross-cultural initiatives. Xiao Feng’s commitment to building bridges and promoting mutual understanding would make her an invaluable asset to the commission.
