DISCUSSION:

The City has hired a consultant through the Century Group to assist the Risk Management General Liability division with the review of insurance certificates. This assistance is necessary due to the high volume of insurance certificates received, and the division's lack of specialized expertise to ensure these certificates comply with the City’s insurance requirements. The sheer number of certificates requires a dedicated professional for this task, as the current consultant reviews up to fifty insurance certificates daily. Each certificate needs a thorough examination, and the consultant advises the departments, vendors, and insurance providers on the City’s insurance requirements to ensure compliance, and updates in the City's insurance tracking system, PINS Advantage. By ensuring compliance with insurance standards, the City is protected from potential liability arising from our contractual partnerships.

The Century Group's extensive knowledge and established network in Finance and Human Resources have been instrumental in helping the City find a qualified expert for the insurance reviews. City staff is satisfied with the services provided by the Century Group so far, and staff would like to amend the contract to increase the contract not-to- exceed limit.

On July 2, 2024, the City Council approved a contract with the Century Group for $100,000, with a term expiring on June 30, 2025 (Attachment 1). On November 24, 2024, the City amended the contract to increase the limit by $50,000, resulting in a new not-to-exceed amount of $150,000 (Attachment 2). City staff is now seeking approval of a second amendment from the City Council, requesting an additional increase of $100,000 to cover the anticipated costs of services rendered by the consultant for insurance review, for a new not-to-exceed amount of $250,000 (Attachment 3). The funding for this proposed amendment is available in the current fiscal year budget.
