DISCUSSION:

Over the past several years, the City has relied on temporary employment agencies to fill critical positions when employees are on extended medical leave or to provide support during the recruitment process. The City believes that using these agencies is essential for maintaining uninterrupted services. Temporary agencies can quickly fill immediate needs due to their ready pool of candidates who are interested in temporary work and not actively seeking permanent employment. Additionally, the candidates have already undergone thorough vetting and screening, which saves the City considerable time, money, and effort, allowing for expedited staff placement. Currently, the City is utilizing the AppleOne contract to provide staffing assistance to the understaffed Risk Management division, with a focus on improving processes and efficiencies for employee benefits administration.

In 2022, the City of Richmond established a pool of temporary agencies to address critical staffing shortages (Attachment 1). Contracts were executed with both AppleOne and TemPositions, with each contract set to a payment limit of $100,000 (Attachment 2). In March 2024, Human Resources requested an increase of $100,000 to the payment limits and an extension of the contract term(s) to June 2025 (Attachment 3).

The City is now seeking an amendment to increase the contract payment limit for the AppleOne contract by $60,000 for a new not-to-exceed amount of $260,000 (Attachment 4).

RECOMMENDATION:

Approve the second contract amendment to the AppleOne contract, increasing the payment limit by $60,000 for a total amount not to exceed $260,000.
