AGENDA
REPORT
March 11, 2025
DISCUSSION:
The Human Resources Department is requesting an amendment to the Municipal Resources Group contract for consultation services related to the Transportation Division, Public Works, Human Resources, and other City departments as needed.
Following the retirement of two management-level employees in the Transportation Division, the City must hire a consultant to support the Paratransit audit and the implementation of the Performance Improvement Plan (PIP) required for the Measure J funds. The consultant will assist the City in achieving the outcomes of the Paratransit Performance Improvement Plan and ensuring compliance with the Contra Costa Transportation Authority (CCTA) conditions for continued funding. These efforts aim to unlock approximately $3 million in Measure J funding that is currently being withheld by the CCTA. The performance improvements target an increase in clients and ridership, enhanced customer satisfaction, reduced costs per trip, improved service reliability, and greater vehicle reliability.
Additional deliverables from the consultant may include promotional materials, comprehensive client orientation guides, an employee operational manual, documentation of proof of fitness, a client call log, a customer feedback mechanism, a cost allocation and budget model, a vehicle maintenance and service plan, an electric vehicle charging program, an assessment of outsourcing all van services, and monthly and quarterly monitoring reports.
The estimated cost for these services is not expected to exceed $90,000. Additionally, the City utilizes the Municipal Resources Group for consultations within the Human Resources Department, Public Works, and other departments as needed. Therefore, we are requesting a contract amendment in the amount of $200,000 to cover the specialized consultant work in the Transportation Division and to accommodate current and future needs of City departments on an as-needed basis, increasing the total payment limit of the contract not-to-exceed amount to $500,000.
