AGENDA
REPORT
March 11, 2025
DISCUSSION:
The roof of Fire Station 68 has been subject to significant water intrusion, causing damage to the kitchen, restroom, and hallway ceiling areas and compromising the integrity of the structure. Public Works staff had initially performed stop-gap repairs to mitigate the immediate effects of the water damage and temporarily reduce the extent of the intrusion upon being notified by the Richmond Fire Department. However, these repairs were not designed for long-term effectiveness, and the inclement weather and storms experienced in late fall 2024 have led to further water infiltration into the building.
Public Works staff has determined that extensive, permanent repairs are necessary to prevent further damage and to restore the building's integrity. Without timely intervention, the continued water intrusion poses a significant risk, including the potential growth of mold, mildew, and other fungi. These organisms are hazardous to health, particularly in residential environments where prolonged exposure can lead to respiratory issues and other health concerns.
Given the scale of the required repairs, the Public Works department does not have the necessary resources or capacity to undertake the large-scale roof waterproofing and extensive repairs. Consequently, City staff reached out to Pablo Restoration Roofing and Waterproof, a local vendor, to obtain a cost proposal for the required work. The vendor’s proposal for waterproofing and minor roof repairs is valued at $92,419.63.
To safeguard the health and well-being of the Fire Department personnel residing at Fire Station 68, which serves as a year-round residential facility, immediate action is needed. Public Works staff have requested that Pablo Restoration Roofing and Waterproof begin work as soon as possible to address the water intrusion and prevent any further damage or health risks. Due to the urgent nature of this situation, staff is seeking City Council approval for an emergency contract to authorize and expedite these essential repairs (Attachment 3).
By approving this contract, the City will take a crucial step in ensuring the safety and health of those who depend on Fire Station 68, while also protecting the facility from further deterioration and costly long-term damage.
City Staff are requesting adoption of a resolution approval of an emergency contract with Pablo Restoration Roofing and Waterproof for $92,419.63 for this work (Attachment 1 and 2).
