DISCUSSION:

A Request for Proposals (RFP) was issued on January 6, 2025, and posted on the City’s Bids Online System to secure a qualified contractor for residential electric services for Nystrom Village (Attachment 1). One thousand, two hundred and eleven (1211) firms were notified, 17 firms downloaded the RFP and three firms responded to the RFP (Attachment 2). All three firms were reviewed by a panel consisting of staff from the Richmond Housing Authority.

In evaluating the qualifications, the panel evaluated the responses based on their expertise, competitive pricing, and ability to meet RHA’s operational needs and qualifications outlined in the rating matrix outlined in the RFP (Attachment 3). The selected vendor, Net Electric was chosen based on their experience, competitive pricing, and ability to meet the Richmond Housing Authority(RHA) including being able to respond to after-hours and emergency service requests.

Unit turnover and maintenance are critical components of ensuring safe and habitable housing for residents at Nystrom Village. The availability of a dedicated residential electrician through Net Electric will provide the RHA with the necessary expertise to complete electrical work efficiently, reducing delays in unit preparation and addressing maintenance requests in a timely manner.

The contract will be for the amount not to exceed $60,000 from April 1,2025 to April 1, 2028, with the option to extend for up to two additional years at $20,000 per year for a total not to exceed amount of $100,000 (Attachment 4 and 5).
