Parchester Village Infrastructure Study Scope of Work
1. Introduction and Project Overview
Overview: The City of Richmond, California is seeking to conduct a study, develop options for design, and plans for construction for transportation and infrastructure improvements to support safety, access, placemaking, and resilience for the Giant Highway and Parchester Village neighborhood. The purpose of this project is to develop a comprehensive infrastructure plan for the segment of Giant Highway and Collins Avenue adjacent to Parchester Village in the City of Richmond that focuses on improving pedestrian and bicycle conditions and access, evaluating and addressing storm drain conditions, and assessing pavement conditions.
This project will consist of two phases:
Phase 1 will study existing conditions and develop recommendations for improvements, evaluating options and costs, and working with Parchester Village residents to prioritize improvements to implement.
Phase 2 will develop 30% concept plans for the recommended infrastructure improvements.
Goals:
Assess and improve water, sewer, and storm drainage infrastructure to prevent flooding, ponding, and other issues.
Enhance pedestrian infrastructure to support safety and access by closing sidewalk gaps, improving pedestrian crossings, installing ADA-compliant curb ramps, and improving lighting.
Enhance bicycle infrastructure to improve safety and access. The Richmond Bicycle and Pedestrian Action Plan calls for a class IV separated bike lane along the Giant Highway. Assess options for undergrounding or relocating PG&E poles on the western side of Giant Highway.
Assess options and improvements for the railroad crossing and intersection at Giant Highway/Collins Avenue/Griffin Drive
Evaluate the condition of the pavement and recommend necessary repairs or upgrades. Consider opportunities for placemaking, such street trees, and public art.
2. Project Area
Location: Richmond
California, Giant
Highway and Collins
St. from the northern
border of Parchester
Village to the
intersection of Collins
Ave. and the
Richmond Parkway.
Existing Conditions:
Adjacent to Parchester
Village, Giant Highway
is a narrow, two lane
road. Both it and
Collins Ave.
experience flooding in
heavy rains or King
Tide events. Some
sidewalks exist along
Giant Highway and
Collins Ave., however,
these are often narrow,
in disrepair, lack
necessary widths for
pedestrian comfort and
ADA compliance, and
lack ADA compliant curb ramps. Currently, bicyclists must ride in the same lane as vehicular traffic. Pavement in the study area is in poor condition, and has areas of cracking, potholes, and buckling.
3. Tasks and Deliverables
Task 1: Data Collection and Site Analysis
Conduct field visits to assess existing conditions for:
o Pedestrian access and walkways (sidewalk width and condition, crosswalks, ADA-compliant curb ramps, lighting, signage, etc.)
o Approximate location of underground and above-ground utilities o Storm drainage systems and evidence of ponding issues (catch basins, storm drain inlets, etc.)
o Pavement conditions (surface distress, cracking, potholes, etc.)
o Locations and conditions of existing trees, landscaping, and any green infrastructure
Conduct a traffic study in the study area of Giant Highway to determine vehicle counts, speeds, and pedestrian and bicycle counts.
Deliverables for Task 1:
Existing conditions report (with maps and photos)
Traffic Study Findings traffic and pedestrian/bike count data and speed data.
Task 2: Stakeholder and Community Engagement
Hold public workshops or meetings to gather input from residents, businesses, and key stakeholders on concerns and desired improvements for Parchester Village and the Giant Highway.
Survey or interview community members on specific needs related to transportation safety, access, and drainage issues.
Conduct outreach to relevant City of Richmond departments, public agencies, and organizations involved in transportation, stormwater management, or public safety, including but not limited to: Public Works Department, Planning Department, Police Department, Fire Department, California Public Utilities Commission, AC Transit, and Burlington Northern Santa Fe Railway.
Once plan recommendations have been developed, return to Parchester Village community and stakeholders to conduct a prioritization exercise to determine which improvements should be designed and completed first.
Deliverables for Task 2:
Community engagement summary report.
Feedback or recommendations from stakeholders.
Results of prioritization exercise and recommendations for which areas and improvements to focus future design and construction funds.
Task 3: Pedestrian and Bicycle Evaluation
Evaluate the existing sidewalks for safety, connectivity, and ADA accessibility. Identify areas where pedestrian improvements are needed (e.g., new sidewalks, sidewalk repair, crosswalks, etc.).
The Richmond Bicycle and Pedestrian Action Plan recommends a Class IV bikeway on this portion of Giant Highway. The selected consultant will consider alignment, placement, and facility width.
Develop recommendations for enhancing pedestrian and bicycle mobility.
Ensure compliance with ADA standards. Consider universal design principles for accessibility.
Deliverables for Task 3:
Pedestrian and bicycle infrastructure evaluation report. Conceptual design recommendations for improvements.
Task 4: Storm Drainage System Assessment
Evaluate existing location and condition of storm drainage infrastructure. Identify drainage issues contributing to flooding or water quality problems. Analyze the capacity and functionality of the storm drain system in the project area. Recommend improvements (e.g., drainage upgrades, additional stormwater treatment, repairs).
Deliverables for Task 4:
Storm drainage assessment report.
Engineering recommendations for stormwater management.
Task 5: Pavement Condition Assessment
Conduct a pavement condition survey to assess current surface distress, cracks, potholes, and overall pavement quality.
Identify areas of significant deterioration and prioritize repair needs. Recommend pavement rehabilitation or replacement strategies.
Deliverables for Task 5:
Pavement condition assessment report.
Pavement improvement recommendations.
Task 6: Development of the Infrastructure Plan
Combine findings from Tasks 3, 4, and 5 to create a comprehensive infrastructure plan. Include cost estimates and timelines for each recommended improvement. Prepare a phased implementation strategy for infrastructure upgrades. Develop 30% conceptual designs or plans for transportation, utility, and pavement improvements.
Deliverables for Task 6:
Final Infrastructure Plan document with designs, cost estimates, and implementation strategy.
Executive summary of the plan.
