A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE HOUSING
AUTHORITY OF THE CITY OF RICHMOND, CALIFORNIA, ADOPTING A
RESOLUTION AUTHORIZING THE AWARD OF A CONTRACT FOR THE GUTTER
REPLACEMENT AT NYSTROM VILLAGE TO RK ROOFING & CONSTRUCTION INC., IN AN AMOUNT NOT TO EXCEED $270,000 FOR A TERM BEGINNING APRIL 15, 2025 TO JUNE 30, 2026.
WHEREAS, Richmond Housing Authority (RHA) owns and manages 100 units of rental housing; and
WHEREAS, RHA entered into a Public Housing Authority Recovery and Sustainability (PHARS) agreement with the U.S. Department of Housing and Urban Development (HUD); and
WHEREAS, RHA remains obligated and committed to performing all HUD required functions, and providing quality service to local program participants; and
WHEREAS, RHA has a need for maintenance temporary staffing services to support daily maintenance and unit turnover activities at Public Housing site, Nystrom Village; and
WHEREAS, in January 6, 2025, the RHA issued a Request for Proposals (RFP) for on- call Temporary Staffing Services through the City's PlanetBids system; and
WHEREAS, 560 firms were notified, and 22 firms downloaded the RFP; and
WHEREAS, 5 firms responded to the RFP, and all were reviewed by a panel consisting of staff from the Richmond Housing Authority; and
WHEREAS, in evaluating the qualifications, the panel evaluated the responses based on their expertise, competitive pricing, and ability to meet RHA’s operational needs and qualifications outlined in the rating matrix outlined in the RFP; and
WHEREAS, the selected contractor RK Roofing & Construction Inc., has been chosen based on their qualifications and ability to complete the gutter and fascia replacement work within the budget and timeframe required; and
WHEREAS, the total project cost is $225,000, with an additional 20% contingency ($45,000) to cover unforeseen issues or necessary fascia replacement, bringing the total potential expenditure to $270,000.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS OF THE
HOUSING AUTHORITY OF THE CITY OF RICHMOND, COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA THAT the Executive Director is hereby authorized to execute a contract for the gutter replacement at Nystrom Village, for an amount not to exceed $270,000 for a term beginning April 15, 2025 through June 30, 2026.
BE IT FURTHER RESOLVED that the Executive Director is hereby authorized to take all actions necessary to implement this resolution.
