AGENDA
REPORT
April 15, 2025
RECOMMENDED ACTION:
ADOPT a resolution approving the award of a contract for the gutter replacement at Nystrom Village to RK Roofing & Construction Inc., in an amount not to exceed
$270,000, which includes a 20 percent contingency, with a contract term beginning April 15, 2025, and ending
June 30, 2026 - Richmond Housing Authority (Antoinette
Terrell 510 620-6784/Gregory Palomino 510-621-1361).
DISCUSSION:
A Request for Proposals (RFP) was issued on January 6, 2025, and posted on the City’s Bids Online System to secure a qualified contractor for the replacement of the gutters and fascia boards at Nystrom Village (Attachment 1). Five Hundred, sixty-four (564) vendors were notified, twenty-two (22) firms downloaded the RFP, and five (5) firms bid. All firms were reviewed by a panel consisting of staff from the RHA (Attachment 2). The selected vendor, RK Roofing & Construction Inc., was chosen based on their expertise, competitive pricing, and ability to meet the RHA’s requirements for the project (Attachment 3).
The gutters at Nystrom Village have reached the end of their service life and are causing water drainage issues, which could potentially lead to significant property damage if not addressed promptly. As part of the effort to maintain the property’s structural integrity and prevent further deterioration, Richmond Housing Authority (RHA) has identified the need for this full replacement.
Replacing the gutters is a critical step in maintaining the safety and livability of the units at Nystrom Village. This project will help avoid costly repairs in the future by addressing the root cause of the drainage issues, ultimately supporting the RHA's mission of providing affordable, well-maintained housing.
City staff recommend City Council adopt a resolution approving a contract with RK Roofing & Construction Inc. for a total not-to-exceed amount of $270,000, which includes a 20 percent contingency ($45,000) for the replacement of gutters, downspouts, and splash blocks (Attachments 4 and 5).
