AGENDA
REPORT
April 15, 2025
RECOMMENDED ACTION:
ADOPT a resolution authorizing a sole source contract
with Structure Development Advisors, LLC to continue
the repositioning of assets of the Richmond Housing
Authority in the amount not to exceed $600,000 from
April 15, 2025, to June 30, 2028, with the option to
extend for up to one additional year at $200,000 for a
potential total payment limit of $800,000 - Richmond
Housing Authority (Antoinette Terrell/Gregory Palomino
510-621-1361).
DISCUSSION:
Structure Development Advisors, LLC has extensive experience working with RHA on previous repositioning transactions. Their proven track record includes successfully assisting with the repositioning of Triangle Court, Friendship Manor, Nevin Plaza I, Hacienda, and RHA’s administrative building. Additionally, they played a key role in facilitating the transfer of RHA’s Housing Choice Voucher Program to the Housing Authority of Contra Costa, demonstrating their deep understanding of RHA’s needs and repositioning goals. Given their in-depth knowledge of RHA’s operations and ongoing projects, engaging in a new consulting agency could result in significant time delays.
HUD as part of their technical assistance contribution to RHA’s Asset Repositioning efforts paid for the consulting services of Structure Development Advisors, LLC, for five years. HUD recently informed RHA on March 7, 2025, that they will no longer fund the Structure Development Advisors, LLC consulting contract. RHA is still in need of the services as there are ongoing asset repositioning activities and RHA has had good results with the consultant.
RHA is seeking to continue using the consulting services from Structure Development Advisors, LLC for public housing repositioning and development to support the successful completion of its remaining repositioning transactions. These transactions include a remnant parcel at Hacienda, remnant parcel at Nevin Plaza (Nevin II project), Richmond Village, and Nystrom Village.
