Mayor Edwardo Martinez and members of the City Council of the City of Richmond, CA I understand that you are considering terminating the lease between the City of Richmond and Riggers Loft Wine Company. Please do not do this. I understand that Riggers Loft has attempted to negotiate a repayment plan to resolve their issues with you. Please be willing to negotiate with Riggers Loft, as they are an important part of our community and culture. The loss of Riggers Loft would be a huge loss to the community, and it would damage your reputation as the City Council of Richmond
RIght now, you have the opportunity to show that we are a new Richmond, rich in culture, creativity and entertainment. If you evict Riggers Loft, you will perpetuate the old image of Richmond, poorly run and destined for failure. Please do the right thing and save Riggers Loft.

Thank you!

Mayor Edwardo Martinez and the members of the City Council of the City of Richmond, CA
I understand that the City Council is considering terminating the lease
between the City of Richmond and Riggers Loft Wine Company that has been in effect since 2015. While I do not claim to know all the facts of the
situation, I understand that the City is claiming the failure to pay back-rent
as a result of the initial business closure due to COVID and for some relatively
minor breaches to the terms of the lease. I also understand that Riggers Loft has attempted to negotiate a repayment plan and to resolve other issues in the matter.

I request that the City hold off on any further lease
termination action in
order to allow for a good faith discussion between the parties that would
hopefully lead to a mutually beneficial resolution to this matter.

The loss of Riggers Loft would be a major blow to the
reputation of the City of Richmond and would deprive me, along with all residents of Richmond and many visitors from around the Bay from the opportunity to continue to experience perhaps the best entertainment venue located in the City of Richmond.

Due to the significant investments the owners have made, Riggers Loft
offers a magnificent venue for enjoying reasonably priced musical entertainment, a wonderful selection of freshly made food and a glass of wine while enjoying it all from an outdoor patio with perhaps the best viewing experience of any dining venue anywhere on the Bay. Not only is there an unobstructed view of San Francisco and much of the East Bay, visitors can enjoy the sailing, boating, and kite surfing activities taking place directly in front of the patio. No port-related industrial activity would ever provide the City of Richmond
with anywhere near the public relations benefit that is generated by this
marvelous community asset brought to us by the hard work, dedication, and
financial investment of Barbara and Kevin Brown.

Please find a way to retain this business for the benefit of all of Richmond.

Mayor Edwardo Martinez and the members of the City Council of the City of Richmond, CA, We understand that the City Council is considering terminating the lease between the City of Richmond and Riggers Loft Wine Company that has been in affect since 2015. While we do not claim to know all the facts of the situation, we understand that the City is claiming the failure to pay back-rent as a result of the initial business closure due to Covid and for some relatively minor breaches to the terms of the lease. We also understand that the Riggers loft Wine Company has attempted to negotiate a repayment plan and to resolve other issues in the matter.

We request that the City hold off on any further lease termination action in order to allow for a good faith discussion between the parties that would hopefully lead to a mutually beneficial resolution to this matter.

The loss of the Riggers Loft would be a major blow to the reputation of the City of Richmond and would deprive my wife and I along with all residents of Richmond and many visitors from around the Bay from the opportunity to continue to experience perhaps the best entertainment venue located in the City of Richmond.

Due to the significant investments the owners have made, Riggers Loft offers a magnificent venue for enjoying reasonably priced musical entertainment, a wonderful selection of freshly made food and a glass of wine while enjoying it all from an outdoor patio with perhaps the best viewing experience of any dining venue anywhere on the Bay. Not only is there an unobstructed view of San Francisco and much of the East Bay visitors can enjoy the sailing, boating and kite surfing activity taking place directly in front of the patio.

No Port related industrial activity would ever provide the City of Richmond with anywhere near the public relations benefit that is generated by this marvelous community asset brought to us by the hard work, dedication and financial investment of Barbara and Kevin Brown.

Please find a way to retain this business for the benefit of all of Richmond.

Respectfully,
Jeff and Lynne Vines

I'm writing to suggest that you consider the wisdom of a slower, more careful and more generous approach to the situation with Riggers Loft. Maybe it's because I live in Point Richmond, but I would say that a lot of people care about this issue and a lot just don't understand why you are doing what you are doing. People know you are within your legal rights to evict this tenant, but is it wise to do so? Is it right to do so? Here are some of the questions people have - myself included. None of these are addressed in your various statements or in the newspaper articles that are available to the public:

1. If you evict RL now, what will happen to the place? Have you identified some other business that wants to pay $11,000 or $22,000 per month in rent? If not, what are your prospects? Ultimately, what are the chances that we end up with an empty unused building for 2, 3 or 4 years? Richmond has far too many vacant buildings already. And RL is noteworthy for pumping some life and excitement into the Richmond shoreline. It wouldn't be better to get an industrial business that paid the same amount of rent. RL reminds visitors from far and wide that Richmond has a great shoreline.

2. If this is all about clearing the decks to really go after the wind turbine assembly and maintenance opportunity, where are we at in terms of exploring this? How many California locations are currently pursuing this? What are our strengths and weaknesses relative to those competitors? How expensive will it be to repair and improve our port sufficiently for it to be a viable contender. I would assume that it will take hundreds of millions of dollars and quite a bit of time to plan and raise the capital.

And there is certainly a risk that it won't work out. Why would we kick out a tenant that contributes a lot to the city if we are four or five (or even ten years) away from needing that particular real estate parcel for a wind power operation?

3. The quality of mercy. I don't pretend to understand how serious the various lease violations are, but I do know that as a society, we bailed out a lot of small businesses during and after the covid pandemic. San Francisco and Oakland sure did. If RL really got no rent forgiveness (only rent deferral) and got stuck with $100K of penalties and interest charges, it seems to me that we are not meeting our own ethical standards.

Richmond already has problems with an image of being "business unfriendly" - it seems crazy to me that we would want to add an additional dimension to that! I think everyone would be a lot happier if you negotiated a fair payment plan for a reasonable subset of the monies you are currently claiming to be owed. And negotiated a new lease with whatever protections both parties need. I hope the wind turbine business dream comes true and I applaud you for looking into it seriously. And I assume you are looking at all of our port leases to make sure that all of them give you the flexibility you may need to realize this opportunity in the future. But having RL continue operations - even if only for a few years - in a facility that they have greatly improved and that now serves as a valuable community destination seems like the best choice right now.

Dear Mayor Martinez and Members of the City Council,
Please approve funding on Consent Agenda Item U.10.c during the April 15th city council meeting. Completing the Point Molate Shoreline Stabilization Project. Building the multi use path would a great new path to the city's roster of great paths, which I use all the time with my family.

The project needs to be bid for construction now to avoid loss of the City’s $2.0 million in grant funds awarded three to four years ago. Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park. There would be no access to the City-owned shoreline of Point Molate for more than a decade if construction of the trail were to be delayed pending resolution of litigation surrounding Point Molate, EBRPD’s acquisition of both
tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate of the park.

Mayor Martinez and Members of the Richmond City Council, I urge you to approve Consent Agenda Item U.10.c at your April 15 meeting, which allocates funding to complete the Point Molate Shoreline Stabilization Project and create an interim realignment of the Bay Trail in this area.

This is a critical opportunity to open up 2.5 miles of Richmond’s shoreline—from the Richmond-San Rafael Bridge to Point Molate Pier, through the Winehaven Historic District, and north to Stenmark Drive—for public access. The trail will provide a safe and scenic route for walking, biking, and experiencing the unique natural and historic beauty of the San Francisco Bay shoreline.

Importantly, this trail serves all Richmond residents. Access to our city’s shoreline should not be limited or delayed for years while long-term plans for Point Molate are debated and developed.

Without this project moving forward now, the public would be effectively shut out of this valuable shoreline for the foreseeable future.

Delaying this project also risks losing $2 million in grant funding that has already been secured. The City must act now to protect that investment and ensure that Richmond residents can begin enjoying this beautiful public asset without unnecessary delay.

Thank you for supporting equitable access and continued progress on the Bay Trail.

Sincerely,

Mayor Martinez and Members of the City Council,
We support funding for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail. This is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

Constructing the entire project would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park.

Dear Mayor Martinez and Members of the City Council,
TRAC, the Trails for Richmond Action Committee, asks that on April 15 you vote on Consent to appropriate the $2.0 million needed for the Point Molate Shoreline Stabilization Project.

The project is essential and time critical for allowing the 1.25 miles of Point Molate Bay Trail on City property to be included in the construction bid to be advertised by East Bay Regional Park District (EBRPD) as early as April 17. The District is preparing to rebid construction of the Point Molate Bay Trail with a sense of urgency to avoid losing grant funds of $2.0 million awarded three to four years ago to each of EBRPD and the City of Richmond for their respective sections of the 2.5-mile trail. The City and EBRPD already have forfeited $300,000 in grants due to delays in the project.

The attached map shows the location of this 15’ wide two-way, multi-use trail shoreline trail with its two sections: 1.25 miles from the Richmond San Rafael Bridge to Pt. Molate Beach Park, primarily on an easement granted to EBRPD by Chevron, and 1.25 miles on City of Richmond land from the beach park north along the shoreline to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

EBRPD will exclude
the City's 1.25 miles of trail from bidding if the City doesn’t have funds to repair a location where a corroded stormwater outfall pipe eroded the shoreline just north of the beach park and precludes extending the trail from the beach park to the Point Molate Historic District. To remedy this, an appropriation of $2.0 million is needed to restore the shoreline and provide a temporary trail detour inland pending restoration of the shoreline.

It would be much more cost effective and efficient to have EBRPD bid and manage construction of both sections of trail together as one project with reimbursement by the City. Moreover, it is very unlikely that the City would have the band width to go it alone in bidding and constructing their 1.25 miles of Point Molate Trail soon, meaning likely loss of the $2.0 million in grant funds.

Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park. There would be no access to the City-owned shoreline of Point Molate for more than a decade if construction of the trail were to be delayed pending resolution of litigation surrounding Point Molate, EBRPD's acquisition of both tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate of the park.

To illustrate, EBRPD began working on a simple amendment to the existing Land Use Plan for Miller/Knox Regional Shoreline in early 2013 and took six years to complete an amended plan. Twelve years later, funds have yet to be provided for design or construction of the planned mile of shoreline Bay Trail between Keller Beach and Ferry Point.

Please approve funding of the Point Molate Shoreline Stabilzation Project to allow construction of the Point Molate Bay Trail, avoid loss of $2.0 million in grant funding and provide public access to this beautiful shoreline. Thank you very much.

Mayor Martinez and Members of the City Council,
When you meet on April 15, I urge you to approve funding for Consent Agenda Item U.10.c to finish the Point Molate Shoreline Stabilization Project, including the short-term realignment of the Point Molate Bay Trail.

As a local mom who spends commutes by bicycle with my kids and friends, I can’t overstate how much this trail matters—not just for recreation, but for connecting our community with a beautiful stretch of shoreline we rarely get to access. Completing this project now would open up 2.5 miles of historic San Francisco Bay shoreline—from the Richmond-San Rafael Bridge all the way past Winehaven and up to Stenmark Drive. Right now, the only public access point is that small beach park. That’s just not enough.

We’ve already been awarded $2 million in grant funds—money we stand to lose if this project isn’t bid out for construction soon. If we miss this moment, we could be waiting over a decade before we get access again, stuck in limbo while lawsuits, land-use plans, and more funding cycles play out. Let’s not let that happen.

Please vote to keep this moving forward—for the sake of families, outdoor lovers, and everyone who deserves a chance to enjoy the incredible shoreline that belongs to all of us.

Thank you,

Sincerely,

I urge the Richmond City Council to support the Point Molate Shoreline Stabilzation plan and fund construction of the Point Molate Bay Trail, and avoid loss of $2.0 in grant funding and provide public access to this beautiful shoreline.

One of Richmond’s greatest assets is our shoreline trail [TRAC] that provides access to walk and bike and enjoy the beautiful Bay.

Do not forego the $2M grant to fund this critical access to Point Molate.

Thank you for supporting this important addition to the Bay trail and access to Point Molate.

This area should be preserved and made safe and hospitable for others to use - especially people not bringing cars into the area. I am also a member of Grizzly Peak Cyclists. We would love to schedule club rides out to Point Molate, but it lacks some critical elements we like to see in destinations we ride to. These include running water, restrooms, picnic tables, etc. I look forward to the time when renovations are completed and lots of cyclists and nature lovers can enjoy Point Molate.

Mayor Martinez and City Council Members,
When you meet on April 15, please approve the Public Works Department recommendation to appropriate $2.0 million for restoring a short section of Point Molate shoreline north of the beach park where a corroded stormwater outfall pipe eroded the bluff. This is necessary to bid and construct the San Francisco Bay Trail on City of Richmond land from the beach park north along the shoreline to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive as shown on the attached map.

Failure to restore this shoreline would jeopardize $2.0 million in grant funds awarded to the City three to four years ago for construction of this Bay Trail section. Restoration of this shoreline also is needed to protect Native American and Chinese cultural materials from continued erosion of the bluff, as well as a nearby mitigation wetland.

Constructing the entire Point Molate Bay Trail along the shoreline from the Richmond-San Rafael Bridge to the Winehaven Historic District now would provide public access for walking and cycling along 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park. There would be no access to the City- owned shoreline of Point Molate for more than a decade if construction of the trail were to be delayed pending resolution of litigation surrounding Point Molate, EBRPD's acquisition of both tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate of the park.

Please appropriate the requested $2.0 million for restoring the Point Molate bluff and completing the San Francisco Bay Trail at Point Molate.

Dear Mayor Martinez and Members of the City Council,
As a founding (1980s) and current member of the Board of Directors of the San Francisco Bay Trail, I have been an advocate over several years for the completion of the Point Molate Bay Trail. Also I was a staff member of the CA Senate legislative team in 1968-69 writing the McAteer-Petris Act which established the S. F. Bay Conservation and Development Commission (BCDC) and continue to vigorously work on achieving public access to the Bay and CA shoreline coastal areas . Therefore, I am sending this request to please approve funding on the April 15 Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail.

Thank you for your consideration.

Kind regards,
Ellen Johnck

Greeting All -
I both live in this city and own a business here. I believe over the long term the Bay Trail is central to adding value to this area, not to mention a profound defense of parts of nature we all should want our children to see.

Please vote to allocate funds to the Point Molate Shoreline Restoration.

In full disclosure I serve on the Planning Commission however this issue is not on any agenda I have seen nor has it been discussed.

Mayor Martinez and Members of the City Council,
Please approve funding for Consent Agenda Item U.10.c at your April 15 meeting to complete the Point Molate Shoreline Stabilization Project and enable a short-term realignment of the Point Molate Bay Trail.

This step is critical to completing the 2.5-mile trail from the Richmond-San Rafael Bridge to the Point Molate pier and past the Winehaven Historic District to Stenmark Drive.

Construction must begin now to avoid forfeiting $2 million in grant funds awarded years ago.

Delaying this project would block public access to the scenic and historic shoreline for over a decade, pending litigation, park planning, environmental review, and funding. Approving this now ensures long-overdue public access and preserves vital funding.

Sincerely,
James Yang

RE: Agenda Item U.10.c - Funding of Point Molate Shoreline Restoration Dear Mayor Martinez and Members of the City Council,
Rails to Trails Conservancy (RTC), urges you to approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project (“project”) with an interim realignment of the Point Molate Bay Trail. This is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

RTC is the largest trail organization in the country, and we are working to connect all people everywhere by trails and safe active transportation infrastructure. In California, RTC chairs the Bay Area Trails Collaborative (BATC), a coalition of over 50 organizations, agencies, and businesses, developing a 2,600-mile regional trail network. RTC also coordinates the Friends of the Bay Trail, a group of advocates, city & county staff, and other professionals, working to advance the 500-mile Bay Trail.

The project needs to be bid on for construction now to avoid the loss of the City’s $2 million grant funds previously awarded. Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park. There would be no access to the City-owned shoreline of Point Molate for more than a decade if construction of the trail were to be delayed.

Thank you for your time in considering our comments and we hope to see funding under Item U.10.c approved.

Sincerely,

Jesse Voremberg

Dear Mayor Martinez and City Council Members,
Every so often, as my spouse and I drive over to Point San Pablo, we lament the lack of good access to this wonderful piece of Bay shoreline. The grant funds offered for the Point Molate Bay Trail don’t solve all the development and access challenges, but the establishment of this portion of the Bay Trail would be a most worthwhile beginning. I’ve lived in Richmond for seventy years now and am encouraged by some of the good progress our city has made in certain realms. Using the 2 million dollars in grant funds for improved access to this unique shoreline would be another of those encouraging decisions by our city leaders.

Best regards,
Joe Heath

I have been a volunteer at the beach park for the last ten + years weekly along with Charles Smith cleaning the park and beach and reporting conditions to city staff Craig Murry.

During that time the roadway north of the park has crumbled on to the sand because of neglect of the storm drainage.

Now is the time, when money is available, to correct the problem either by using rip rap or moving the roadway inland to ensure completion of the Bay Trail to Wine Haven.

The more people who access this beautiful headland the more advocates will be created to support and defend Point Molate, the last undeveloped headland in San Francisco Bay .

Mayor Martinez and Members of the City Council,
Good afternoon from the Point San Pablo Harbor. I've been sitting on the balcony of our floating house for most of this beautiful Sunday afternoon, watching as visitors walk the length of the spit to admire the view. These visitors started to arrive around 10am this morning and it has been a steady stream ever since. That's how the weekends roll around here. This is such a magical spot and I'm writing you thinking about how amazing it would be to improve access to it.

At your Tuesday, April 15 meeting, I urge approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail. This is essential for completing the 2.5- mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive. This will allow more people to explore this area, improving their physical and mental health, and engendering a respect of this unique East Bay environment.

I understand that the project needs to be bid for construction now to avoid loss of the City’s $2.0 million in grant funds awarded a few years ago. Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park. With appreciation for your support, and excitement for the future of this area.

Mayor Martinez and Members of the City
Council,
At your meeting on April 15, please approve
funding on Consent Agenda Item U.10.c for
completing the Point Molate Shoreline
Stabilization Project with an interim short
realignment of the Point Molate Bay Trail.

This is essential for completing the 2.5-mile
Point Molate Trail from the Richmond San
Rafael Bridge to Point Molate pier and past
the Winehaven Historic District to the
northern border of Pt. Molate at Stenmark
Drive.

The project needs to be bid for
construction now to avoid loss of the
City’s $2.0 million in grant funds
awarded three to four years ago. Please
do not miss out on this important grant.

Constructing the entire project now would
provide public access to 2.5 miles of scenic,
historic San Francisco Bay shoreline where
there is no access other than at the City’s
beach park. There would be no access to the
City-owned shoreline of Point Molate for
more than a decade if construction of the
trail were to be delayed pending resolution
of litigation surrounding Point Molate,
EBRPD’s acquisition of both
tribal and City
property at Point Molate, development and
approval of a Land Use Plan for a regional
shoreline park with extensive public input
and CEQA compliance followed by seeking,
obtaining & using funds to develop and
operate of the park.

As someone who worked at Miller-Knox
and Point Isabel for EBRPD for over 25
years and a resident of Richmond, I know
the importance of the shoreline to the city of
Richmond, our community and citizens. I
worked on this project before I retired and
hoped that it would have been started by
now. It would be a shame to let this
opportunity slip through. Please approve the
funding for this important project.

Sincerely,
Kevin Takei

Richmond City Council, (Sue Wilson, D5 councilmember)
When you meet on April 15, please approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail.

As noted by TRAC (Trails for Richmond Action Committee), this funding is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

According to TRAC, the project needs to be bid for construction now to avoid loss of the City’s $2.0 million in grant funds awarded three to four years ago. Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park. There would be no access to the City-owned shoreline of Point Molate for more than a decade if construction of the trail were to be delayed pending resolution of litigation surrounding Point Molate, EBRPD’s acquisition of both tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate of
the park.

Area residents need your responsible support. Now is the time to step up and demonstrate your support for this important project.

Kind regards.

Mayor Martinez and Members of the City Council,
Nice job building a calm, pedestrian and bicycle-friendly city! Many of the current projects are going to bring vitality to the city, and make Richmond great! That said…

Dear Mayor Martinez and Members of the City Council,
I would applaud it greatly, if, when you meet on April 15, you could please approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail. I understand that this is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

This is a beautiful area which provides respite from our busy city lives, and if the trail were continuous would allow families, walkers, bicyclists to enjoy proceeding for a good distance along the shoreline.

The project needs to be bid for construction now to avoid loss of the City’s $2.0 million in grant funds awarded three to four years ago. Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline.

If this portion is delayed, there would be no access to the City-owned shoreline of Point Molate for more than a decade.

I hope the litigation surrounding the area can be resolved. this litigation of all which is under consideration in the issue: Point Molate, EBRPD’s acquisition of both tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate of the park.

Dear Mayor Martinez and Members of the City Council,
I appreciate all your efforts to keep Pt. Molate from being developed for expensive housing for the wealthy at the expense of Richmond residents who appreciate the natural beauty of our shoreline. You also helped prevent enlarging the Richmond Bridge traffic jams and a potentially dangerous and expensive fire hazard! Thanks for your good work!

I have been biking to Point Molate and beyond to the yacht harbor for many years. I have looked forward to a bike trail being completed and believed that once EBRPD acquired the land my dreams of such a trail would happen while I am still able to ride and walk. It would be wonderful to be able to get closer to the water and not have to dodge cars and trucks in such a beautiful place.

At your meeting on April 15, please approve funding for Consent Agenda Item U.10.c. This funding is essential for completing the 2.5 mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. The trail project construction needs to be bid now to avoid loss of the $2.0 million in grant funds the City received 3 to 4 years ago. There would be no access to the City-owned shoreline of Point Molate for more than a decade if construction of the trail is delayed pending resolution of the litigation which challenges EBPRD’s acquisition of the Point Molate area.

Again, I urge that the funding be provided so that citizens of Richmond and all persons can enjoy the views and benefits of exercise in such a beautiful and historic area.

Hi Mayor Martinez and City Council Members,
When you meet on April 15, I urge you to approve funding for Consent Agenda Item U.10.c to complete the Point Molate Shoreline Stabilization Project and create a short interim realignment of the Point Molate Bay Trail. This is a key step toward finishing the full 2.5-mile trail that will connect the Richmond-San Rafael Bridge all the way to the Point Molate Pier, winding past the Winehaven Historic District and up to Stenmark Drive.

The City was awarded $2 million in grant funding for this project several years ago—money that’s at risk if the project isn’t bid for construction now. Moving forward would finally open up public access to 2.5 miles of breathtaking Bay shoreline—an area currently only reachable from the City’s beach park. If this doesn’t move ahead, the public may lose access to this land for over a decade while we wait for the legal, planning, and funding pieces of a future regional shoreline park to fall into place.

Let’s not miss this opportunity to make this part of the shoreline accessible to the public now.

Sincerely,
Nancy Hernandez

Hi Sabrina,
I am asking the Richmond CIty Council to appropriate $2.0 million for the Point Molate Shoreline Stabilization Project when they meet tomorrow.

The project is essential and time critical for allowing the 1.25 miles of Point Molate Bay Trail on City property to be included in the construction bid about to be advertised by East Bay Regional Park District (EBRPD). The District is preparing to rebid construction of the Point Molate Bay Trail soon with a sense of urgency to avoid losing grant funds of $2.0 million awarded three to four years ago to each of EBRPD and the City of Richmond for their respective sections of the 2.5-mile trail. The City and EBRPD already have forfeited $300,000 in grants due to delays in the project.

EBRPD will exclude the City's 1.25 miles of trail from bidding if the City doesn’t have funds to repair a location where a corroded stormwater outfall pipe eroded the shoreline just north of the beach park
It would be much more cost effective and efficient to have EBRPD bid and manage construction of both sections of trail together as one project with reimbursement by the City.

To illustrate the urgency of this matter, EBRPD began working on a simple amendment to the existing Land Use Plan for Miller/Knox Regional Shoreline in early 2013 and took six years to complete an amended plan. Twelve years later, funds have yet to be provided for design or construction of the planned mile of shoreline Bay Trail between Keller Beach and Ferry Point.

It would be a shame if the City Council can't 'help move this project forward.

When Point Molate was made a park, we were promised that it would not be a financial strain on taxpayers.

We have broken sidewalks and roads all over Richmond- myriad places where we can't even walk or bike in our own neighborhoods. So MORE millions on Point Molate shouldn't be a priority.

Mayor Martinez and Members of the City Council,
When you meet on April 15, I urge you to approve funding for Consent Agenda Item U.10.c to complete the Point Molate Shoreline Stabilization Project, including the interim realignment of the Point Molate Bay Trail. This step is critical to finalizing the 2.5-mile Point Molate Trail connecting the Richmond-San Rafael Bridge to the Point Molate pier, past the historic Winehaven District, and up to Stenmark Drive.

This project must be put out to bid now to prevent the forfeiture of $2 million in grant funding awarded to the City three to four years ago. Moving forward with construction now would open up public access to 2.5 miles of breathtaking and historically rich San Francisco Bay shoreline—an area currently only accessible from the City’s beach park.

Delaying construction until after litigation is resolved and a regional shoreline park is fully planned and funded could mean that this shoreline remains inaccessible to the public for more than a decade. Timely approval of this funding is essential to avoid that outcome.

Please take action to unlock this long-awaited access for our community.

Dear Mayor Martinez and City Council Members,
I am asking the city council to appropriate $2.0 million for the Point Molate Shoreline Stabilization Project at the Tuesday, April 15 meeting.

The project is essential and time critical for allowing the 1.25 miles of Point Molate Bay Trail on City property to be included in the construction bid about to be advertised by East Bay Regional Park District (EBRPD). The District is preparing to rebid construction of the Point Molate Bay Trail
soon with a sense of urgency to avoid
losing grant funds of $2.0 million awarded three to four years ago to each of EBRPD and the City of Richmond for their respective sections of the 2.5-mile trail.

Unfortunately the City and EBRPD already have forfeited $300,000 in grants due to delays in the project.

Sincerely,
Sara Goolsby

Mayor Martinez and Members of the City Council,
When you meet on April 15, please approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail. This is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

There would be no access to the City-owned shoreline of Point Molate for more than a decade if construction of the trail were to be delayed pending resolution of litigation surrounding Point Molate, EBRPD’s acquisition of both tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate of the park. Please make Richmond GREAT for a beautiful shoreline.

Sincerely,
Stacey Weir

Dear Mayor Martinez and Members of the City Council,
I sincerely hope when you meet on April 15 you approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail. This is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive and it avoids losing funds already won while at the same time preserves city and council time and resources for other important projects.

This is a big deal and now is your opportunity to do the right thing so Richmond will benefit.

Sincerely,

Please fund the full Point Molate Bay Trail. I frequently cycle on the Bay trail from where I live in Berkeley and would love to be able to continue on the coast above the Richmond bridge. But now it’s a mess and is prematurely cut off.

Let’s get it done!

Mayor Martinez and Members of the City Council,
I urge you to approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail at the meeting on 4/15.

As you know, this is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

Given the delays and issues up to now, this project needs to be bid for construction now to avoid loss of the City’s $2.0 million in grant funds awarded three to four years ago.

As the Council's goal has been to increase access to Point Molate, this project provides public access to 2.5 miles of shoreline where there is no access other than at the City’s beach park.

Sincerely,

Mayor Martinez and Members of the City Council,
As a Richmond resident for the last decade, I've watched the back and forth political football around the Point Molate area.

Please approve the funding on the Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail. This is essential for completing the 2.5-mile Point Molate Trail from the Richmond San Rafael Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive.

Don't lose the grant funds already approved for this project! Access to the Bay Shoreline is such a precious resource for all of us! Don't let politics or in-action be the status quo, stand up for what's right! Best,
William Nadal

Dear Richmond Mayor Martinez and Members of the City Council, As a fairly new business at the end of Stenmark Drive past Point Molate and as a business that has attracted people to enjoy the Richmond waterfront from all over the Bay Area, I urge you to please approve funding on Consent Agenda Item U.10.c for completing the Point Molate Shoreline Stabilization Project with an interim short realignment of the Point Molate Bay Trail.

This is essential for completing the 2.5-mile of Bay Trail from the Richmond Bridge to Point Molate pier and past the Winehaven Historic District to the northern border of Pt. Molate at Stenmark Drive. This Trail alongside the road will encourage even more cyclists than already come and for those driving to and from Point San Pablo Harbor, it gives the impression that Richmond is a welcoming, thriving and healthy place to live to see a beautiful new trail alongside the road.

Point San Pablo Harbor and Sailing Goat Restaurant attract about 1,000 people every weekend from spring to fall. This new section of Bay Trail will get a lot of use and visibility immediately.

The project needs to be bid for construction now to avoid loss of the City’s $2.0 million in grant funds awarded 3-4 years ago. Constructing the entire project now would provide public access to 2.5 miles of scenic, historic San Francisco Bay shoreline where there is no access other than at the City’s beach park.

There is great RISK that there would be no access to the City-owned shoreline of Point Molate for more than ANOTHER DECADE if construction of the trail were to be delayed pending resolution of litigation surrounding Point Molate, EBRPD’s acquisition of both
tribal and City property at Point Molate, development and approval of a Land Use Plan for a regional shoreline park with extensive public input and CEQA compliance followed by seeking, obtaining & using funds to develop and operate the park.

The time to move forward on the Trail is now. Please approve this funding on Tuesday, April 15, to keep the ball rolling, take advantage of EBRPD’s management of the construction of all 2.5 miles and make use of this funding while it’s still available.

Sincerely,
Yaella Frankel

I’m Jane Courant from District 5 and I’m writing because FOR THE PAST YEAR, THE RICHMOND POLICE OFFICER'S ASSOCIATION (THE POLICE UNION) HAS STALLED THIS PROGRAM.

PLEASE DESIGNATE THE RESPONDER (COMMUNITY INTERVENTION SPECIALIST) TO BE PART OF SEIU 1021, NOT THE POLICE DEPARTMENT.

IT'S BEEN 5 YEARS SINCE RICHMOND ADVOCATED FOR THIS PROGRAM, YET NOTHING HAS HAPPENED AND OUR COMMUNITY CANNOT WAIT FOR A PROGRAM WE DESPERATELY NEED.
