DISCUSSION:
The Federal government has made funds available to local law enforcement agencies under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. The Contra Costa County Sherriff’s Office applies for and receives the initial award, which is then divided between the County Sheriff’s Department, City of Antioch, City of Concord, and the City of Richmond.
The Contra Costa Sheriff’s Office (CCCSO) oversees the grant for the four recipient cities. Each jurisdiction completes and submits its reimbursement documentation, which CCCSO then processes and forwards to the Office of Justice Programs.
The City of Richmond Police Department was awarded $90,412, of which a five-percent administrative fee ($4,520.60) is deducted for grant management by the Sheriff’s Department – the total City reimbursable amount is $85,891.40. City staff propose to use the funds for the purchase of police safety equipment (e.g., bullet proof vests, ballistic shields, helmets, etc.) in accordance with the Memorandum of Understanding between the County of Contra Costa Sheriff’s Office and the City of Richmond Police Department (Attachment 1).
The Office of Justice Programs approved the JAG 2023 award on February 12, 2025.
While the grant period is valid from October 1, 2023, to September 30, 2026, the City of Richmond Police Department staff are currently using JAG 2022 funds for Mobile Data Computer purchases in the current fiscal year and will switch to JAG 2023 funds for the purchase of police safety equipment once the JAG 2022 funds are exhausted.
Ultimately, Richmond Police Department staff are requesting City Council approval to accept and appropriate $90,412 for the purchase of police safety equipment (Attachment 2).
