At the April 16, 2024, City Council meeting, City staff presented a plan to use the initial $4.2 million in American Rescue Plan Act (ARPA) funds and an additional ~$3.5 million in ARPA funds for a total of approximately $7.7 million for park improvements.
The ARPA funding will be applied to improvements at Martin Luther King, Jr. Park, Shields-Reid Park, and Wendell Park. The proposed construction contract is for Shields-Reid Park, which is located at 1410 Kelsey Street (Attachment 1). The scope of work includes demolition and preparation for an artificial turf youth size soccer field (turf and installation by others), preparation for lighting installation, chain-link fencing and gates, Ballstopper system, sports furnishings, and additional improvements per the plans and specifications (Attachment 2). The award for the project is evaluated on the lowest Base Bid. Bids were opened on January 28, 2025, with a total of ten (10) submissions in the amounts below.
