DISCUSSION:
The City of Richmond’s solid waste and recycling services are provided by two agreements with Republic Services:
1. An exclusive Solid Waste Collection Franchise Agreement (Collection Agreement) managed by the City of Richmond; and
2. An exclusive Post-Collection Solid Waste Franchise Agreement (Post-Collection Agreement) managed by the West Contra Costa Integrated Waste Management Authority (RecycleMore).
The City of Richmond entered into the Collection Agreement with Richmond Sanitary Service (operated by Republic Services) in 1985. The Collection Agreement includes the collection of solid waste, recycling, and organic waste generated within City boundaries. Additionally, the City contracts with Golden Bear Transfer Services, Inc. (operated by Republic Services) for solid waste transfer services. The Collection Agreement is set to expire June 30, 2025, and the transfer services agreement is set to expire December 31, 2025.
The West Contra Costa Integrated Waste Management Authority (RecycleMore) was formed through a Joint Exercise Power Agreement (JEPA) to provide for regional solid waste management services, including the regulation of post-collection services and programs to ensure compliance with the California Integrated Waste Management Act of 1989 and subsequent legislation(Attachment 1). In 2014, Richmond as a member city of RecycleMore entered into a Post-Collection Agreement with Republic Services and its subsidiaries in 2014 and is set to expire June 30, 2025. The Post-Collection Agreement directs the solid waste, recycling, organics, and household hazardous waste collected within its service territory for appropriate disposal.
In November 2024, RecycleMore released a Request for Proposal for Post-Collection Services. Pursuant to RecycleMore’s Joint Exercise Power Agreement (JEPA), the

Authority has requested authorization from the member agencies to negotiate and enter into new regional post-collection agreements for the period beginning July 1, 2025 (or later, through December 2026). Additionally, RecycleMore is requesting authorization to adopt, as authorized by California Law, ordinances and resolutions necessary to carry out the purposes of the Agreement, as specified in Section 5.4(g) of the JEPA; and to require that the Members direct all of the Solid Wastes collected by the City’s contract per its Collection Agreement to the Approved Facility for the period beginning July 1, 2025 or later (through December 2026), as specified in Section 5.4(h) of the Agreement.
Again, City Staff is requesting the City Council to adopt a resolution authorizing the West Contra Costa Integrated Solid Waste Authority (RecycleMore) to:
1. enter into a new Post-Collection Agreement for the period beginning July 1, 2025 (or later, through December 2026),
2. adopt, as authorized by California Law, ordinances and resolutions necessary to carry out the purposes of the Agreement, and
3. require that the Members direct all of the Solid Wastes collected by the City’s contract per its Collection Agreement to the Approved Facility for the period beginning July 1, 2025, or later through December 2026 (Attachment 1).
