DISCUSSION:

PARATRANSIT COORDINATOR

The Paratransit Coordinator classification was deactivated during the Classification and Compensation Study process due to the Transportation division’s organizational structure at the time. Based on operational needs and audit recommendations the Paratransit Coordinator classification was re-established by the Personnel Board to meet the division’s operational requirements. The position will provide the technical expertise and specialized oversight required for the division’s current and future needs.

On March 27, 2025, the Personnel Board approved the re-establishment of the Paratransit Coordinator classification. Cit staff are bringing forth the salary range for approval by the City Council. Paratransit Coordinator is represented by IFPTE Local 21 Mid-Management Employees Bargaining Unit.

VOCATIONAL BUILDNG CONSTRUCTION INSTRUCTOR

With new grant funding, RichmondBUILD and YouthBUILD can expand their training opportunities. These programs must hire qualified instructional staff to meet performance benchmarks and provide adequate support to the participants. The growth in offerings has created a need for full-time Vocational Building Construction Instructors.

These instructors will deliver classroom and hands-on training, ensure safety compliance, and prepare participants for careers in construction.

On March 27, 2025, the Personnel Board approved the establishment of the Vocational Building Construction Instructor classification. City staff are bringing forth the salary range for approval by the City Council. Vocation Building Construction Instructor is represented by SEIU Local 1021, General Employee Bargaining Unit.

NEXT STEPS:

The job classification’s salary range and bargaining unit need to be added to the City’s salary schedule. Accordingly, the attached resolution will amend the salary schedule in the following manner:

Job Title Range Step 1 or
Min
Step 2 Step 3 Step 4 Step 5 or
Max
Paratransit Coordinator M108 8,587.50 9,016.86 9,467.70 9,941.10 10,438.16 Vocational Building
Construction Instructor G105 6,518.38 6,844.28 7,186.50 7,545.82 7,923.10

City Council approval is required to amend the publicly available salary schedule. City staff recommend adoption of the resolution amending the salary schedule to add Paratransit Coordinator and Vocational Building Construction Instructor and the relative salary range(s) (Attachment 1).
