FINANCIAL IMPACT: There is no financial impact; however, the submission of the Annual Plan is a U.S. Department of Housing &
Urban Development (HUD) requirement, and failure to
comply can result in sanctions, including reduced
funding.

STATEMENT OF THE
ISSUE:
Every Public Housing Authority (PHA) that administers a Low-Income Public Housing Program must submit an
Annual Plan to the U.S. Department of Housing and
Urban Development (HUD). RHA staff requests that the
Board receive comments and adopt a resolution
approving the Housing Authority’s Annual Plan.
RECOMMENDED ACTION:
HOLD a public hearing; and ADOPT a resolution
approving the Richmond Housing Authority (RHA) Annual
Plan; and AUTHORIZE submission of the proposed 2025
Annual Plan to the U.S. Department of Housing and
Urban Development (HUD) – Richmond Housing
Authority (Antoinette Terrell 620-6784).

DISCUSSION:
Every Public Housing Agency (PHA) administering a Low-Income Public Housing Program is required to submit an Annual Plan to the US Department of Housing and Urban Development (HUD) (Attachment 1). The plan serves as the annual application for grants to support improvements to public housing buildings. It is a requirement to submit an Annual Plan for the PHA to receive capital funding. Additionally, the Annual Plan outlines if the PHA intends to undertake any new activities in the fiscal year and gives the PHA an opportunity to describe any progress on mission and goals.
For the Richmond Housing Authority (RHA), the proposed Annual Plan outlines ongoing progress and activities related to implementation of asset repositioning activities from the current Public Housing Authority Recovery and Sustainability (PHARS) Agreement (Attachment 2). The elements of the Annual Plan are found at 24 Code of Federal Regulations, Part 903 Public Housing Plans.
The Annual Plan was posted on February 28, 2025, via the RHA website, which initiated the Annual Plan drafting process, and the opportunity for public comment. A public notice for this hearing was published in the West County Times on March 1, 2025.
A hard copy was made available at the RHA Administrative Office (450 Civic Center Plaza, Richmond, CA, 2nd Floor) (Attachment 3).
This public hearing represents the final opportunity for the public to comment on the Annual Plan before adoption. It is important that the Board of Commissioners act at this meeting and authorize submission of the Annual Plan.
