RECOMMENDED ACTION:

ADOPT a resolution approving a contract with Bureau
Veritas North America, Inc., in an amount not to exceed $10,430, with a term beginning, April 15, 2025, and
ending June 30, 2026, for the physical needs
assessment of Nystrom Village - Richmond Housing
Authority (Antoinette Terrell/Gregory Palomino 510-621- 1361).

DISCUSSION:

On February 7, 2025, the Richmond Housing Authority (RHA) issued a Request for Proposals (RFP) for a physical needs assessment (PNA) (Attachment 1). A total of 965 vendors were notified of the opportunity, and 15 vendors downloaded the RFP documents (Attachment 2). Ultimately, RHA received one (1) bid, which staff reviewed and deemed reasonable and seeks City Council approval for a contract with Bureau Veritas North America, Inc. (Attachment 3).

Nystrom Village is an important affordable housing community that provides essential housing opportunities for residents. Given the property's age and ongoing maintenance needs, conducting a PNA is necessary to evaluate its overall condition and determine current required maintenance needs and future capital improvements.

The assessment will include a comprehensive inspection of the buildings and systems, identifying deficiencies and estimating the costs for necessary repairs and upgrades.

The findings from the PNA will assist RHA staff in proactively identifying and mitigating maintenance concerns before they become issues ensuring that Nystrom Village remains a safe, habitable, and well-functioning housing community.

Additionally, the assessment will provide a roadmap for future repairs and capital investments, enabling RHA to prioritize funding and allocate resources effectively.

City staff recommend adopting a resolution approving a contract with Bureau Veritas North America, Inc. to conduct a PNA to provide a basis of evidence and data for decision making for the property (Attachment 4).
