STATEMENT OF THE
ISSUE:
The City currently has an Automatic External Defibrillator (AED) program, with units located at City facilities and in various City vehicles, such as R-Transit and Police patrol supervisory vehicles. To keep this program current and
effective, the battery packs must be replaced on a regular basis. Concurrently, staff is seeking to implement a three- year compliance program (term May 28, 2025 – June 30,
2028) to ensure the units are charged and operating
properly.
AGENDA
REPORT

DocID #44836v1
RECOMMENDED ACTION:
APPROVE a sole-source contract with Devices for Life
for the acquisition of 73 Adult and 23 Child Automatic
Emergency Defibrillator battery packs and a three-year
maintenance plan for a payment limit of $34,058.13 –
Human Resources Department (Nickie Mastay/Sharrone
Taylor 510-620-6602).
DISCUSSION:
On May 5, 2015, the City leased Automatic External Defibrillator (AED) devices from Devices for Life, which were installed in facilities and vehicles. As a part of regular maintenance, the batteries should be tested and, due to aging, replaced regularly. City staff is requesting a contract with Devices for Life to replace all AED battery packs and implement a three-year maintenance plan for testing.
The City of Richmond installed these units in 2010 to ensure our employees and patrons have access to lifesaving defibrillation if they should suffer sudden cardiac arrest. Each minute without aid decreases survival chances by 7 – 10 percent.
Widespread AED availability in City facilities enhances survival odds during cardiac emergencies.
CONCLUSION:
City staff recommends the City Council approve the sole source contract with Devices for Life for the acquisition of 73 adult and 23 child AED replacement batteries and the approval to implement a three-year maintenance agreement for the period of May 28,2025 - June 30, 2028, for a total amount not-to-exceed $34,058.13.
