STATEMENT OF THE
ISSUE:
The United States’ continued classification of Cuba as a State Sponsor of Terrorism and the economic embargo in
place for over six decades have inflicted severe
economic, social, and humanitarian consequences on the
Cuban people. This proclamation calls for the President and Congress to remove Cuba from the list and end all
economic sanctions, aligning with international
consensus and supporting Richmond’s historic Sister City relationship with Regla, Cuba.
RECOMMENDED ACTION: PROCLAMATION urging that Cuba be removed from U.S. List of State Sponsors of Terrorism and that
Congress vote to end all economic sanctions against
Cuba - Mayor Eduardo Martinez (510-620-6503)/ Vice

Jimenez (510-620-6861).
AGENDA
REPORT
June 3, 2025
DISCUSSION:
This proclamation is guided by a commitment to justice, international solidarity, and the longstanding values of the Richmond community. The unjust labeling of Cuba as a State Sponsor of Terrorism, coupled with decades of harmful economic sanctions, stands in stark contrast to the spirit of peace, cooperation, and mutual respect that defines our relationship with Cuba including with our Sister City Regla. We urge our fellow leaders and community members to join us in calling for an end to these punitive policies and to support efforts that promote healing, humanitarian collaboration, and the right of all people to self-determination and dignity.
