DISCUSSION:
Firefighter SCBA (Self Contained Breathing Apparatus) provides respiratory protection to firefighters in Immediately Dangerous to Life or Health (IDLH) environments such as firefighting operations and hazardous material incidents. The SCBA system consists of a mask, regulator, air cylinder, and harness. SCBAs are essential to the department’s operations, as they allow firefighters to breathe in environments where oxygen is limited or contaminated. Additionally, SCBAs are mandated for all fire agencies to meet respiratory protection requirements set by Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH), and national standards such as NFPA 1981, 1982, and 1852.
The Department intends to purchase SCBA units to replace aging equipment that is nearing the end of its expected service life, as well as to maintain spare units for unexpected needs.
City staff is recommending a standing purchase order with Municipal Emergency Service (MES) based on the Master Price Agreement between the vendor and League of Oregon Cities (“LOC”), entered in March 2020 and valid through 2026. LOC issued a competitive solicitation for fire, rescue, safety, and emergency products and services, as the lead public agency through National Purchasing Partners (“NPP”), Government Division, a national cooperative procurement organization. This purchase is in compliance with the Richmond Municipal Code Section 2.52.328, Cooperative Procurement, which allows the City to use cooperative solicitations if it is in the best interest of the City of Richmond.
The City of Richmond’s utilization of the Master Price Agreement through NPP eliminates the cost associated with obtaining multiple solicitations throughout the year and reduces the lead-time in obtaining crucial equipment. Similarly, it is time consuming and costly to issue a competitive solicitation for firefighter self-contained breathing apparatus (SCBA) each time a purchase needs to be made. The current Master Price Agreement remains valid and active for the City’s utilization.
The amount of the purchase order is estimated from data base on replacement of existing equipment and the projected needs of the department.
