DISCUSSION:

Senate Bill 1 (SB 1), also known as the Road Repair and Accountability Act of 2017, was enacted to address the critical funding shortfall in maintaining and improving California’s transportation infrastructure. SB 1 established the Road Maintenance and Rehabilitation Account (RMRA), which receives revenues from increased fuel taxes, diesel sales taxes, and vehicle registration fees. These funds are distributed by formula to cities and counties and are intended to support basic road maintenance, rehabilitation, and safety improvements on the local street and road network.

To remain eligible for RMRA funding, local agencies must annually submit a list of proposed projects to the California Transportation Commission (CTC) by July 1. The list must be adopted by resolution of the City Council and include each project’s description, location, proposed schedule, and estimated useful life.

For Fiscal Year 2025-26, the City of Richmond is projected to receive $3,040,843 in SB 1 RMRA funding, which will be deposited into SB 1 Fund 1019.

The City of Richmond uses the StreetSaver® Pavement Management System to evaluate pavement conditions and establish data-driven priorities for roadway maintenance. Based on current network conditions and community needs, City staff has identified two projects for inclusion in the FY 2025-26 SB 1 project list:

1. 2025 Paving Project: Asphalt Rubberized Cape Seal
 This project includes crack sealing, mill & fill overlays, asphalt rubberized cape seal treatments, and installation of pavement markings, striping, markers and curb paint (Attachment 1). These treatments are cost-effective and environmentally beneficial, extending the life of streets in fair condition by 6 to 15 years, depending on the treatment type (Attachment 2).

2. Carlson Crosstown Project Phase II
 This project includes the installation of bike lanes, pedestrian ramp upgrades, bus shelter connections, asphalt paving, sidewalk and tree root repairs, and the application of new signage and traffic striping. These improvements are designed to enhance multimodal safety, promote accessibility, and support smoother traffic operations along Carlson Boulevard.

The selected projects reflect the City's commitment to preserving roadway infrastructure, improving accessibility, and enhancing neighborhood safety. SB 1 funds will supplement existing local and grant funding sources to support construction, design, and construction management activities. Where feasible, the City may also leverage these funds as a match to secure additional grant opportunities.

City staff recommends that the City Council adopt the attached resolution approving the Fiscal Year 2025-26 SB 1 RMRA project list (Attachment 3). This action is required to maintain funding eligibility and will allow the City to advance high-priority pavement
