DISCUSSION:

The Public Works Department maintains and operates over 50 buildings. Generally, City staff makes repairs to windows and doors in City buildings. However, due to the wide variety of glazing products, it is not possible to maintain an adequate inventory for all products needed. In addition, on occasion, specialized knowledge or equipment may be needed to complete a repair and assistance from a qualified service provider is required.

City owned buildings where window and door repair services may be needed include:
• Civic Center Plaza
• Libraries
• Community Centers
• Fire Houses
• Police Department and substations

On April 7, 2025, the City issued a Request for Proposals (RFP) for Glazing Services (window supplies and services). The RFP was posted on the City’s BidsOnline platform and numerous prospective bidders were notified. When the bid period was closed on April 18, 2025, the City received one proposal, from Wadsworth Glass, Inc. City staff reviewed the proposal and found it to be responsive to the RFP (Attachment 1).

Wadsworth Glass Inc. is a reputable and experienced vendor specializing in the provision of high-quality glass products and services. The company has an established track record of successfully supporting municipalities and large organizations, demonstrating their capability to meet the City’s ongoing glass service needs in a reliable and professional manner.

City staff recommends City Council adopt the resolution approving a three-year contract to Wadsworth Glass, Inc., for as-needed window supplies and service, for a term beginning July 1, 2025, to June 30, 2028, in a not-to-exceed amount of $300,000, with the option to extend the contract for two additional one-year terms in a not-to-exceed amount of $100,000 each additional year (Attachment 2 and 3).
