RESOLUTION NO. __25

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RICHMOND,

CALIFORNIA, AUTHORIZING ON CALL TRANSPORTATION DESIGN SERVICES FOR AN AMOUNT NOT TO EXCEED $1,000,000 PER CONSULTANT PER YEAR OVER A THREE-YEAR PERIOD WITH TWO (2) ONE YEAR OPTIONAL EXTENSIONS, FROM JUNE 2025 THROUGH JUNE 2028

WHEREAS, the Public Works Department anticipates that several projects funded by various sources will require the use of transportation engineering design services; and

WHEREAS, the Public Works Department further anticipates that additional construction improvement projects will arise during the period June 2025 - June 2028 that will require the use of on-call transportation design services; and

WHEREAS, the Public Works Department has demonstrated that the use of a pool of on-call consultant firms that have passed a competitive bidding process on an as-needed basis eliminates much of the delay and costs associated with project-by-project bidding; and

WHEREAS, transportation engineers provide critical support in the planning and design of roadway, pedestrian, bicycle, and traffic control improvements, including the preparation of plans, specifications, and estimates (PS&E), traffic operations analysis, and compliance with applicable safety and design standards; and

WHEREAS, maintaining access to pre-qualified, on-call transportation engineering firms ensures the City can respond quickly to project needs, avoid delays associated with individual procurements, and advance Capital Improvement Projects in a timely and cost- effective manner; and

WHEREAS, the Public Works Department received 14 proposals in response to the City’s Request for Proposals, and following a qualifications-based evaluation process, a panel of Public Works staff selected four firms that were determined to be highly experienced and capable of providing on-call transportation design services to support the City’s anticipated workload over the next three years, with two (2) one-year extension options; and

WHEREAS, the four (4) firms selected (in alphabetical order) are:
 Fehrs & Peers
 W-Trans
 Kimley-Horn & Associates
