AGENDA
REPORT

DISCUSSION:
The Public Works Department is responsible for maintaining the roofs of about 50 City buildings. City staff can perform small-scale maintenance on the roofs; however, many of these roofs are aging and in need of larger scale roof waterproofing, maintenance and minor repair activities that are beyond the capabilities of operations and maintenance staff.
To address this need and to ensure safety, preserve infrastructure, and prevent structural damage, the Public Works Department seeks to hire a qualified contractor to perform roof inspections, leak tests, waterproofing, maintenance and minor repairs on the various types of roofing systems and materials, including asphalt and coal tar build- up, modified bitumen, rubber, thermoplastic, metal including copper, slate, shingles, waterproofing coatings and membranes, and standing seams.
On March 18, 2025, the City issued a Request for Proposals (RFP) for Roof Waterproofing, Maintenance and Minor Repairs. The RFP was posted on the City’s BidsOnline platform and numerous prospective bidders were notified. When the bid period was closed on April 22, 2025, the City received one proposal, from RK Roofing and Construction, Inc. City staff reviewed the proposal and found it to be responsive to the RFP (Attachment 1).
City staff recommend awarding a three-year contract to RK Roofing and Construction, Inc., for as-needed roof waterproofing, maintenance, and minor repairs, for a term beginning July 1, 2025, to June 30, 2028, in a not-to-exceed amount of $450,000, with the option to extend the contract for two additional one-year terms in a not-to-exceed amount of $150,000 each additional year (Attachment 2 and 3).
