DISCUSSION:
The 2025 Curb Ramp Construction, Americans with Disabilities Act (ADA) Sidewalk, and Miscellaneous Concrete Repair Project is located within various locations in Richmond and directly adjacent to the 2025 Paving Project – Asphalt Rubberized Cape Seal (Attachment 1). The project supports ADA compliance in the public right-of-way by upgrading or installing deficient curb ramps, replacing sidewalk and adjacent pavement damaged by tree roots, and constructing missing sidewalk, curb, gutter, or driveways to eliminate pedestrian access barriers.
The project is funded by the state through Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account program. This is a restricted-use transportation funding source designated for roadway and pedestrian infrastructure improvements.
The City publicly solicited bids for the project via BidsOnline on March 6, 2025. Bids were opened on March 27, 2025, with a total of two (2) submissions. Below are the bid amounts from the two (2) bidders.
Lowest Bidders Contractor Bid ($)
1 C. Overaa & Co. 1,547,000.00
2 Calico California Constructores Inc. 2,663,242.16
It was determined that C. Overaa & Co. is the lowest bidder. Following a comprehensive review and analysis, City staff determined that C. Overaa & Co. submitted the lowest responsive and responsible bid, meeting all project requirements and demonstrating the qualifications, experience, and capacity to perform the work. C. Overaa & Co. is registered through the State of California’s Department of Industrial Relations (License #1000000871) and Contractors State License Board (License #106793).
City staff has also obtained a Notice of Exemption under the California Environmental Quality Act (CEQA), enabling construction to proceed.
