Aaron Osorio, Fire Chief
Fire Department
City of Richmond
440 Civic Center Plaza
Richmond, CA 94804

Dear Chief Osorio:

Matrix Consulting Group appreciates the opportunity to continue working with the City of Richmond and the Richmond Fire Department (RFD) to develop a Community Risk Assessment/Standards of Cover Document (CRA/SOC). The personnel assigned to this project would be from our Fire Service Practice, which conducted the previous Public Safety Study for the City and is currently finalizing the ALS first responder project. Robert Finn and Terry Lewis have developed dozens of CRA/SOC documents for clients in California and nationwide. All our CRA/SOC documents are developed using criteria required by the National Fire Protection Association (NFPA) and the Center for Public Safety Excellence (CPSE).

SCOPE OF SERVICES
The following points highlight the tasks and services to be provided related to the development of the CRA/SOC:
• Initiation: The project team will meet with Fire Department staff to understand any changes in staffing and deployment that have occurred since the Public Safety Study. • Data Collection: The project team will gather updated data on the Fire Department's organization, staffing, deployment, workloads, and performance. This will include the most current three (3) years of CAD data.
• Community Risk Assessment: The project team will develop an all-hazards analysis of the service area of the Richmond Fire Department. This will assess the service area's hazards, threats, vulnerabilities, and risks and compare (RFD) to recognized standards, including NFPA 1300. The Community Risk Assessment Document will include a description of the community served, performance goals and community expectations, community risk assessment, and spatial visualization of data.
• Standards of Cover Deployment Analysis: The project team will conduct an organizational analysis of the Richmond Fire Department. This will focus on assessing the department's performance and operations in comparison with industry standards and best practices and how well the Department can mitigate the identified community risks. The Standards of Cover analysis includes a description of the services provided, capital asset assessment, evaluation of system performance, population Exhibit A-1

growth and demand projections, evaluation of inter-jurisdictional response, and establishment of performance objectives.
• Plan for Maintaining and Improving Service Delivery: This task will involve developing and analyzing various operational models for the delivery of emergency services by the Fire Department. The goal is to identify options that ensure the desired service levels identified in the previous tasks can be achieved in the short term while highlighting the best long-term strategies for system improvement.

This section of the report also includes recommendations that require action from policymakers. • Draft and Final Report: The project will cumulate with developing a Community Risk Assessment/Standards of Cover Document for the Fire Department.

SCHEDULE AND PRICE
The Fire Department requests this study be completed before the end of this fiscal year (June 30, 2025).

To accomplish this, we would need to commence this project the week of We would be able to commence this project the week of March 31st with an expected completion date of May 27th. The project team will make every effort to complete the project as soon as possible.

Matrix Consulting Group proposes to complete the CRA/SOC document development for a fixed, not-to- exceed price of $35,000, inclusive of all project expenses. Our typical practice is to bill for hours worked monthly, with our contracts set up as fixed price. We are also open to billing on a task or deliverable basis.

We appreciate the opportunity to continue providing services to the City of Richmond. Should you have any questions regarding this quote, please feel free to contact me at rfi[email protected] or 817-999- 7118. Thank you.
