REPORT

DISCUSSION:
The Public Works Department maintains a fleet of vehicles essential for delivering city- wide services. Several of these vehicles have reached the end of their service life and require timely replacement (i.e., 2025 Ford Interceptors) to maintain operational efficiency and ensure the safety of City staff and the public. To address the urgent need for vehicle replacements, City staff evaluated available vendor options and identified Folsom Lake Ford as the most suitable vendor for procurement of the twelve 2025 Ford Interceptors.
Folsom Lake Ford currently holds the California state contract for emergency and municipal vehicles, which ensures competitive pricing, vehicle availability, and compliance with the City’s procurement policies.
In accordance with Richmond Municipal Code Section 2.52.320 – Piggyback Procurement, City staff recommends the purchase of twelve (12) 2025 Ford Interceptor vehicles utilizing the State of California, Department of General Services Contract No. 1-22-23-14C. This contract allows the City to "piggyback" on a previously awarded agreement if it is deemed in the City's best interest. The Finance Department has reviewed and approved the required Justification for Utilizing a Piggyback Contract (Attachment 1).
The base cost for each vehicle is $64,977.21. Due to economic uncertainties and the potential impacts of newly implemented tariffs, City staff recommend budgeting with a 20 percent contingency to account for possible cost increases. The revised unit cost, including contingency, is $78,000 per vehicle:
$64,977.21 × 1.20 (20%) = $77,996.52, rounded up to $78,000
City staff recommend the City Council approve the contract with Folsom Lake Ford to purchase twelve (12) 2025 Ford Interceptors for a total payment limit of $936,000 as the authorized dealer for this procurement, consistent with the pricing and terms under the State contract (Attachment 2).
