5/3/25 Hilltop at Robert H. Miller
Outside Assist / Possession of Stolen Vehicle
CHP Air support reported that Vacaville PD was in pursuit of a stolen vehicle that was entering the City of Richmond. A tire deflation device had already been used on the vehicle, and it was losing a tire. The vehicle exited I-80 at Hilltop and drove to the area of Robert H. Miller Dr. and Hilltop Dr. where the three occupants fled on toot trom the vehicle. The CHP Air unit was able to follow the vehicle's driver while an RPD canine unit arrived in the area. After the fleeing suspect heard the RPD officers' announcement that a police canine would be deployed, the driver decided to surrender and was taken into custody without incident.
5/4/25 4500 Macdonald Ave
Assault with a Deadly Weapon
Officers responded to the Target parking lot for reports of shots being fired. Officers responded and determined that an unsanctioned car meet was occurring at the same time as an uninvolved business's grand opening. An argument ensued between the two groups, and several suspects produced firearms and shot at each other. Thankfully, no one was struck by the gunfire. The incident remains under investigation. 5/7/25 23rd St / Carlson Blvd
Wire Theft Arrest
Officers responded to a report of a suspicious subject tampering with a city power box.
Officers arrived on the scene and located two subjects tampering with the power box.
The subjects attempted to flee when they saw the officers, but were detained by additional responding officers. Officers confirmed the suspects were actively cutting and removing wires from the power box. Both were arrested.
5/8/25 400 block Macdonald Ave
Officers responded to the 4th Street Park in response to numerous complaints from the community about loitering and drug sales. Officers located and detained several subjects. In plain view of one suspect's vehicle, officers were able to see approximately. 50 grams of marijuana packaged for sale. In another vehicle, officers could see a large amount of currency sitting out in plain view. An RPD police canine alerted to the presence of drugs in the same vehicle. Officers searched the vehicle, locating a large quantity of marijuana along with almost $3,000.00 in cash. Both vehicle owners were arrested, and during the booking process, additional methamphetamine and crack cocaine for sale were located
5/14/25 2300 block Macdonald Ave
Officers were conducting extra security checks in the area due to community complaints. Officers saw a subject they knew had an active firearms warrant for his arrest. 5/18/25 San Pablo Ave at Garvin Ave
Vehicular Manslaughter / Hit and Run
Officers responded to a significant injury hit-and-run collision. Officers located a pedestrian in the roadway suffering from injuries that appeared to be from a vehicle collision. The pedestrian was transported to the hospital, where they unfortunately succumbed to their injuries. Using Flock public safety cameras, officers were able to locate the suspect vehicle's plate and possible location. They responded to the area where the vehicle was last seen and located it, along with the driver. The driver ultimately admitted to driving the vehicle and hitting the pedestrian. The driver was booked on felony vehicular manslaughter charges.
5/27/25 South 1st St at West Cutting Blvd
RPD officers were alerted to a subject who had climbed onto a PG&E power structure near S. 1st St and W. Cutting Blvd. Officers responded and located the subject, who refused to come down. Power was cut off to the structure, and the Richmond Fire Department responded with ladder trucks to assist in trying to get the subject down.
After hours of negotiating, the subject still refused to come down from the pole.
Over the next several days, officers and PG&E continued to monitor the situation.
Because the subject was over 30 feet in the air, it was unsafe for him and emergency responders to try removing him from the structure. Mental health professionals from A3 and members of the Richmond Community Crisis Response Program (ROCK) assisted in trying to persuade the subject to descend from the structure voluntarily; however, he refused to come down.
On Friday, 5/30/25, at 1:36 p.m., members of A3, ROCK, and PG&E were able to convince the subject to come down from the structure. Due to the amount of time he was on the structure, he was provided medical attention before being booked on various charges related to entering the secure facility and disrupting power systems.
We are grateful that through cooperation with our community partners, we were able to bring about a peaceful resolution to this incident.
In Service,
Bisa French
Chief of Police
