DATE: July 1, 2025
TO: Mayor Martinez and Members of the City Council
FROM:

Bisa French, Chief of Police

Subject: Purchase of Public Safety and Tactical Ballistic Safety Equipment from LC Action Police Supply
FINANCIAL IMPACT: The proposed $133,415.90 expenditure is included within the approved Police Department budget for fiscal year
2024-2025 (Account String: 01194021-400384).

PREVIOUS COUNCIL
ACTION:

None.

STATEMENT OF THE
ISSUE:

Over the past five years, public safety equipment
previously purchased for use by the Tactical Response
Team (T.R.T.) has experienced deterioration due to
normal wear-and-tear or has reached the manufacturer’s
designated end-of-life, rendering it no longer serviceable or eligible for continued use. Police Department staff
requests City Council approval to purchase tactical
ballistic safety equipment and public safety equipment for the Police Department’s Tactical Response Team from
LC Action Police Supply (T.R.T.).

RECOMMENDED ACTION:

APPROVE the purchase of public safety and tactical
ballistic safety equipment for the Police Department’s
Tactical Response Team from LC Action Police Supply in
an amount not to exceed $133,415.90 – Police
Department (Chief Bisa French 510-621-1802).

Response Team (T.R.T.) to prevent crime, maintain order, provide safety and security for Richmond residents and T.R.T. officers. In 2019, the City Council approved the original purchase of the requested public safety equipment for the Police Department’s sworn staff. Over the past five years, public safety equipment previously purchased for use by the Tactical Response Team (T.R.T.) has experienced deterioration due to normal wear and tear or has reached the manufacturer’s designated end-of-life, rendering it no longer serviceable or eligible for continued use.

The requested public safety equipment is utilized by T.R.T. to train for and deploy during high-risk warrant service, active shooter events, hostage rescue incidents, incidents of civil unrest and other situations that require specialized tactics and equipment that patrol officers are not equipped or trained to address.

On March 3, 2025, Police Department staff issued a Request for Quotes (RFQ) for the purchase of public safety equipment and tactical ballistic safety equipment from law enforcement safety equipment vendors (Attachment 1). The RFQ closed on March 21, 2025, with 122 vendors notified. Of the 122 vendors, two (2) prospective vendors responded to the RFQ and both vendors submitted cost proposals.

The vendor, LC Action Police Supply, provided a bid for the six (6) items listed in the RFQ. The additional vendor, Blue Angel, only submitted a bid on one (1) of the six (6) items listed. Although their overall pricing for this one item has a cost advantage, the staff time and associated cost for vendor management, paperwork, processing, etc. far outweighs the savings. As such, Police Department staff have awarded the RFQ to LC Action Police Supply.

Police Department staff recommend that the City Council approve the estimated expenditure of $133,415.90 for the safety equipment listed in the RFQ. The purchase of the listed safety equipment will reduce the risk of injury and improve the safety of the public and T.R.T. officers and comply with the industry standard listed in the RFQ.
