DISCUSSION:

The value of external recruitment services is well-recognized. The City often relies on outside consultants to manage specialized and complex recruitment processes. These consultants excel at sourcing candidates, possess in-depth knowledge of the job market, and have the ability to reach out to potential candidates nationwide. They typically have the resources, bandwidth, and expertise required to successfully fill specialized positions. Additionally, these consultants can offer guidance on job descriptions and salary recommendations, making suggestions for edits that help achieve the best possible recruitment outcomes when job openings are announced.

The City sought quotes for qualifications for specialized recruitments from three recruitment firms and received two responses. Bob Murray & Associates were selected based on their experience with recruiting specialized positions and the cost. The City is now seeking to enter into a contract with Bob Muray & Associates, a recruitment agency with a strong reputation and proven success in specialized recruitment.

Additionally, the City currently has a contract with The Byers Group, which is overseeing recruitment for the Confidential Investigator position. The Byers Group has extensive experience in recruiting for specialized and high-profile roles that may involve managing multiple stakeholders and other unique considerations.

The City has a current contract with The Byers Group and has previously worked with Bob Murray & Associates and are pleased with their responsiveness, service and professionalism. Therefore, the City is seeking City Council approval to enter into a contract with Bob Murray & Associates and amend our existing contract with The Byers Group to ensure we have expert support for specialized recruitment needs.
