AGENDA
REPORT

July 1, 2025
Human Resources is seeking City Council approval to reallocate one (1) Project Manager II to one (1) Paratransit Coordinator to oversee paratransit operations.

To ensure the efficient and effective management of paratransit operations, it is essential to add a dedicated Paratransit Coordinator. This recommendation comes from a recent audit highlighting the necessity of filling this position to oversee and streamline paratransit services. The Paratransit Coordinator will be responsible for coordinating daily operations, addressing service issues, and ensuring compliance with relevant regulations. By filling this role, the City can enhance service quality, improve customer satisfaction, and maintain operational excellence in our Paratransit department.

CHIEF INNOVATION OFFICER

Human Resources is seeking City Council approval to reallocate one (1) Information Technology Manager and add one (1) Chief Innovation Officer to position control.

The City’s collaboration with the Bloomberg Institute has resulted in an in-depth analysis of the City’s data processing and how this information is used to influence and improve government services and operations. The Bloomberg Institute recommends a Chief Innovation Officer position that will oversee this important program. The Chief Innovation Officer will play a central role in focusing on identifying opportunities for improvement, whether through new technologies, streamlined processes, or enhanced community engagement. The Chief Innovation Officer will drive transformative ideas, integrate innovative thinking across departments and align emerging technologies with City Council goals and the needs of our community, and reinforce the commitment to continuous improvement and adaptability.

PROJECT COORDINATOR (Y-Rate)

Human Resources is seeking City Council approval to reallocate one (1) Senior Administrative Analyst to one (1) Project Coordinator (Y-Rate).

There is a need to provide additional support to Emergency Services; therefore, the City is proposing adding a Project Coordinator (Y-Rate) position in the Fire Department’s Emergency Services division to assist with CERT and other critical emergency initiatives.

CONFIDENTIAL INVESTIGATOR
Human Resources is seeking City Council approval to reallocate one (1) Equipment Services Superintendent to one (1) Confidential Investigator to position control.

This role is transitioning from a part-time role to a full-time role and will conduct independent investigations and provide support to the Community Police Review Commission by ensuring they have adequate training and administrative support. The current budget includes funds for a part-time position, and the reallocation of the vacant Equipment Services Superintendent position will supplement the remaining required funds.

Benefits expenditures will be allocated appropriately in the budget.

July 1, 2025

The Public Works Department has significantly strengthened its leadership team by adding six key management positions for the 2024–2025 fiscal year. These strategic hires join two Public Works Deputy Directors, one Assistant Deputy Public Works Director, three superintendents and five supervisors. The new hires include a Capital Projects Manager, a new Assistant Deputy Public Works Director, who will support overall departmental leadership and strategic initiatives, a Parks Superintendent to oversee the maintenance and enhancement of park facilities, and two Parks Supervisors who will manage day-to-day operations and staff in field-level parks management. Additionally, the Equipment Services Division has bolstered its oversight capacity by appointing a new Equipment Services Supervisor. To enhance operational coordination, the division is also receiving dedicated fleet management support from the Police Department, ensuring that vehicle and equipment maintenance needs across departments are efficiently met.

With the core leadership team now fully staffed and actively engaged, the City is proposing a reallocation of one vacant superintendent position to help offset the salary and benefits costs of the Confidential Investigator. This reallocation reflects a strategic approach to meeting evolving operational and investigative needs without increasing overall staffing levels. As the City approaches the start of the new fiscal year, there is a strong emphasis on service delivery expansion, and plans are underway to hire additional front-line personnel across all Public Works divisions. These new hires will play a critical role in ensuring the consistent delivery of high-quality services—from streets and parks maintenance to rights-of-way to equipment operations—thereby reinforcing the City's commitment to maintaining a safe, clean, and well-serviced environment for all residents.
