DISCUSSION:

COMMUNITY AMBASSADOR
The City created the part-time Community Ambassador classification to support events, beautification, and community resources. This role can be assigned to any department for various duties.

Community Ambassadors act as liaisons between the City and its residents, helping to foster a sense of community and engagement. They may assist in organizing local events, promote city beautification initiatives, and provide information about available AGENDA

community resources and services. By doing so, they help ensure that the City's programs and projects are effectively communicated and accessible to the public.

The Community Ambassadors are represented by SEIU Local 1021 Part-Time Bargaining Unit.

PROJECT COORDINATOR – Y-RATE
A recent arbitrator's award requires the addition of the Project Coordinator classification with a Y-rated salary to ensure the City complies with the binding decision. "Y-rate" refers to an employer paying an employee above the maximum of the salary range assigned to the position's class. This practice is allowed under certain circumstances, such as complying with a specific legal or contractual (i.e., Memorandum of Understanding) obligation. This Y-rated salary range will be used exclusively for complying with the judgment and will not apply to other positions or appointments.

The Project Coordinator classification is represented by IFPTE Local 21 Mid- Management Employees Bargaining Unit.

CONFIDENTIAL INVESTIGATOR
The City has updated the job description for Confidential and Investigative Appeals Officer to match current duties and modern conventions. The Confidential Investigator will be responsible for conducting thorough investigations into confidential matters for the Community Police Review Commission. The title will change to Confidential Investigator, but the salary range remains the same.

The Confidential Investigator classification is represented by IFPTE Local 21 Executive Management Employee Bargaining Unit.

CHIEF INNOVATION OFFICER
The City’s collaboration with the Bloomberg Institute has resulted in an in-depth analysis of the City’s data processing and how this information is used to influence and improve government services and operations. The Bloomberg Institute recommends a Chief Innovation Officer position that will oversee this important program. The Chief Innovation Officer will play a central role in focusing on identifying opportunities for improvement, whether through new technologies, streamlined processes, or enhanced community engagement. The Chief Innovation Officer will drive transformative ideas, integrate innovative thinking across departments, and align emerging technologies with City Council goals, the needs of our community and reinforce the commitment to continuous improvement and adaptability.

The Chief Innovation Officer classification is represented by IFPTE Local 21 Executive Management Employee Bargaining Unit.

NEXT STEPS:

An entry will be made on the salary schedule to add the Community Ambassador and Chief Innovation Officer salary ranges, the Y-rated Project Coordinator salary range,
