AGENDA
REPORT
July 1, 2025
DISCUSSION:
Under the Workforce Innovation and Opportunity Act (WIOA) of 2014, local workforce development boards are required to enter into Memorandums of Understanding (MOUs) with all mandated America’s Job Center of California (AJCC) partners to establish a coordinated and integrated service delivery system. The City of Richmond, through its Employment and Training Department, is a designated provider within the Contra Costa County AJCC network.
The MOU outlines the framework for collaboration, service provision, and coordination among local WIOA-mandated partners. These partners include Title I adult, dislocated worker, and youth programs, Wagner-Peyser, Adult Education and Literacy, Vocational Rehabilitation, TANF/CalWORKs, and others (Attachment 1).
The MOU formalizes commitments to:
Provide access to AJCC core services either on-site or through direct referral Coordinate service delivery strategies, including shared case management where appropriate
Participate in cross-training and collaborative planning Promote a customer-centered approach aligned with WIOA goals Define infrastructure responsibilities to be expanded in Phase II (cost sharing)
The current MOU will remain in effect from July 1, 2025, through June 30, 2028, with periodic review and updates as required by the State of California Employment Development Department (EDD) and the Contra Costa Workforce Development Board.
SYNERGISTIC POLICIES:
This MOU supports the City’s ongoing mission to serve unemployed, underemployed, and marginalized job seekers and connects them with education, training, and employment opportunities.
