AGENDA
REPORT
August 19. 2025
RECOMMENDED ACTION:
APPROVE a second contract amendment with Haley and
Aldrich, Inc. in the amount of $33,300, for a revised not- to-exceed contract amount of $312,600, to perform pre-
and post-dredge eelgrass surveys, and to secure permits for maintenance dredging the Marina Bay Yacht Harbor,
with a contract term ending June 30, 2026 – Economic
Development Department (Charles Gerard 510-620-
6792/Kyle Lam 510-620-6802).
DISCUSSION:
Maintenance dredging is a core responsibility of the Port of Richmond to ensure safe and efficient maritime operations. Sediment naturally accumulates over time, reducing navigable depths and impeding vessel access. To remain competitive as a deep-water port, the City must regularly dredge its berths to maintain federal and local depth standards. This work promotes maritime safety, supports economic activity, and ensures environmental compliance.
To initiate the 2025 dredging cycle, the Port issued a Request for Proposals (RFP) via the City’s BidsOnline system in November 2024. The RFP sought a qualified consultant to conduct technical studies and secure permits for dredging at Terminal Two and Berths Seven and Eight at the Point Potrero Marine Terminal. It also included optional dredging of the Marina Bay Yacht Harbor entrance channel and a slope analysis of Terminal Two.
Following a competitive selection process, Haley and Aldrich, Inc. was awarded the contract. On February 25, 2025, the City Council approved the original agreement in the amount of $254,100, with a contract term through June 30, 2026 (Attachment 1).
On May 27, 2025, the City approved the first contract amendment, increasing the total by $25,200, for a total contract amount of $279,300 (Attachment 2). That amendment supported:
Expedited chemistry analysis for sediment testing
Preparation of a Montezuma Wetlands sediment disposal report Coordination of community outreach meetings, as requested by Council
Staff now seeks approval of a second amendment, increasing the contract by $33,300 to a new total of $312,600 (Attachment 3). This amendment will fund:
Pre- and post-dredge eelgrass surveys, as required under environmental permitting
Continued permitting support for dredge locations
These tasks are critical to maintaining the project schedule and securing timely regulatory approvals for dredging during the 2025 window (i.e., July–November). All work is expected to be completed within the current contract term. While earlier delays in contracting extended the initial project timeline, staff remains committed to completing

all permitting in 2025. The Port continues to target the 2025 dredging window between July and November 2025, aligned with regulatory dredging periods.
ENVIRONMENTAL REVIEW:
As this is maintenance work, the project is exempt from the California Environmental Quality Act.
SYNERGISTIC POLICIES:
This contract supports Strategic Goal Area 2: Revitalization of the Port. Haley and Aldrich’s guidance with the permitting process will fulfill a requirement for keeping our deep-water port maintained which is aligned with the City's long-term operational and maintenance strategies. The dredging permitting process and advancement will help ensure alignment with both federal and state regulatory compliance and economic development goals.
